### Selection Criterion Descriptions

- In order to assess whether the references cited are comparable to the subject matter of the contract tendered, emphasis is placed on the extent to which the referenced deliveries demonstrate technical, operational, and governance characteristics relevant to the supply of Sustainable Aviation Fuel (SAF) to Copenhagen Airport. In assessing whether the references submitted by the Applicant are comparable to the subject matter of this qualification system, CPH will consider whether the references demonstrate experience and capabilities aligned with the requirements set out in this tender. Particular emphasis will be placed on the following aspects of similarity: 1. Delivery of SAF: References demonstrating the delivery of Sustainable Aviation Fuel as aviation fuel, including deliveries made to comply with regulatory mandates such as ReFuelEU Aviation. Such references may relate to deliveries made under mandatory or voluntary arrangements and need not involve delivery to Copenhagen Airport specifically. 2. Delivery of aviation fuel via airport fuel infrastructure: References demonstrating experience with the physical delivery of aviation fuels as part of operations at an airport, including, for example, experience with integration into the airport’s overall fuel supply and operational framework. This includes experience operating within complex delivery setups, for example joint, consortium-based or comparable arrangements, where the delivery forms part of an integrated airport operation subject to high requirements for safety, reliability, and coordination with other stakeholders. 3. Sustainability compliance and certification: References demonstrating compliance with applicable SAF sustainability requirements, including operation under recognised certification schemes such as RSB, ISCC, or equivalent, and experience with associated documentation, verification, and audit processes. 4. Management of environmental attributes and documentation: Where available, references demonstrating experience with the management, transfer, and retirement of environmental attributes associated with fuels or energy products, including the provision of documentation suitable for external audit and sustainability reporting (e.g. CSRD / ESRS E1 aligned reporting). The absence of such references will not in itself be considered disqualifying, provided the Applicant can demonstrate relevant capability through other means. 5. Volumes and operational scale: Whether the referenced deliveries demonstrate volumes, operational reliability, and continuity of supply comparable to those expected under this qualification system. References demonstrating these characteristics will be considered highly similar to the subject matter of the qualification system.

## Description

The Qualification system concerns the supply of Sustainable Aviation Fuel (SAF) and associated environmental attribute certificates for the purpose of reducing Copenhagen Airports’ CO2 emissions from scope 3 category 6 (business travel). The purpose of the Qualification system is to establish a list of qualified companies that Copenhagen Airports A/S may invite to specific tenders, in relation to the supply of SAF to CPH. The Qualification system is implemented under Article 77 of the Utilities Directive (Directive 2014/25).
