- Sub-sub-criteria for Price: Expert Consultant 25%, Project Coordinator and Senior Consultant 50%, Junior Consultant 25%. Each Position will be evaluated independently of the other Positions. The prices below should be considered as minimum rates. Offered prices for Expert Consultants, Project Coordinators/Senior Consultants that are lower than the minimum prices will not be taken into con-sideration and the offer will be disregarded. Expert Consultant: 1,200 DKK excl. VAT (hourly rate) Project Coordinator and Senior Consultant: 1,050 DKK excl. VAT (hourly rate) Junior Consultant: 750 DKK exckl. VAT (hourly rate)

### Options

- The Framework Agreement can be amended to include an extra 50% of the estimated value, provided that the Contracting Authority gives written notice about this to the supplier at the latest 2 months before the Framework Agreement would otherwise have expired. The Contracting Authority can combine the possibility of extending the term of the Framework Agreement with the possibility of increasing the value of the Framework Agreement. The duration of the Framework Agreement cannot, however, exceed 4 years from May 31st 2024. The Framework Agreement comprises all Energy Country Programmes and Projects existing at the time of the tender, cf. Appendix 1, Terms of Reference and can be extended to comprise new partner countries and programs, cf. section 23.1.4 of the Framework Agreement.

## Description

The purpose of this re-tender is to provide a Framework Agreement for external consultancy services to enable the Danish Energy Agency to source specialist technical expertise on demand to the DEA's Energy Country Programs and Projects. The DEA's Energy Country Programmes and Projects will provide technical assistance combined with policy dialogue, in promotion of renewable energy and energy efficiency aiming for low carbon development and reduced CO2 emissions. The programmes and projects will build capacity with the current partner countries which include China, Viet Nam, Mexico, South Africa, Ukraine, Türkiye, Indonesia, Ethiopia, India, Egypt, Germany, United Kingdom, USA, the Netherlands, South Korea, Baltics (Estonia, Latvia and Lithuania), France, Poland, Japan, Brazil, Colombia, Kenya, Morocco and future Energy Partner Countries and Programmes and Projects to: - Provide convincing input for governmental energy, climate/low carbon policies, strategies regulations and plans and - deal with implementation aspects of energy efficiency and of high shares of variable renewable energy in the national power and heating/cooling systems in a cost-efficient manner. The tender comprises the following 6 Positions (areas of expertise): 1. Energy Planning and Modelling 2. Renewable Energy Integration 3. Onshore- and offshore wind development 4. Energy Efficiency 5. Heating and cooling supply legislation, planning and modelling 6. Climate Change Mitigation Planning and Modelling. The Contracting Authority intends to award the Framework Agreement to two Tenderers per Position. The Tenderers can tender for one, more or all of the Positions. Similarly, there is no limit to the number of Positions a bidder can be awarded a place on. The tender will not be divided into lots as it will be possible to tender for one, more or all 6 Positions.
