### Award Criterion Descriptions

- Points related to the Overall Economy sub-criterion will be awarded based on the following: • The Tender with the lowest price will be awarded 10 points (Maximum Points). • Tenders exceeding the Tender with the lowest price will be awarded points based on linear interpolation. • Tenders which are 100 % more expensive than the Tender with the lowest price (“the maximum price”) will be awarded 0 point. The maximum price has been determined on the basis of the expected price level in relation to this Tender Procedure. • The formula is the following: Points = Maximum Point – Maximum Point * (price - lowest price) / lowest price The evaluation model implies that Tenders with a price that exceeds the lowest price by 100 % or more will be awarded the same number of points (0 points), notwithstanding that the Side 32 af 35 Tenders do not contain the same price. This will, however, not be able to affect the award decision, as DRS' weighting of the sub-criteria implies that Tenderers who have received 0 points for the sub-criterion Overall Economy will not be able to win the Contract. When evaluating the sub-criterion Overall Economy, the award of points will be based on an accumulated sum of the following elements. a) Contract Price: Total Price for the Works in Appendix T2 (Price List). b) Capitalised Reservations and Deviations: If relevant and possible under the public procurement rules, DRS reserves the right to capitalise reservations/deviations concerning non-essential elements in the Tender. If so, such capitalisation will be included in the evaluation of Overall Economy.
- Process and Technology (16%) When evaluating the sub-criterion Process and Technology, points will be awarded based on the fulfilment of the following criteria: • That the Works are based on standard and well-proven up-to-date technology and solutions. • That the concepts, systems and main components fulfil the guarantee and functional requirements in the most appropriate way. • That the Works are made out of materials and components that are suitable to the environment in which the Works must function. • That the quality of mechanical and electrical components is of good industrial standard and with a minimum of toxic elements. • Energy efficiency: Low energy consumption of the Works. This assessment will be based on the preliminary electrical consumer lists, including total power consumption mentioned in A6 (Milestones and Documentation requirements). The Tenderers must submit with its Tender a Description of the proposed Process and Technology, showing how the Tenderer fulfils the criteria above. This description may contain references to other documents submitted as part of the Tender. Line Layout (16%) When evaluating the sub-criterion Line Layout, points will be awarded based on the fulfilment of the following criteria: • The completeness and general level of details of the proposed layout. • An open and serviceable layout containing the necessary galleries, without any unnecessary level changes, as well as well-arranged hoisting areas, galleries and components placed appropriately. • A layout with easy access for operation, maintenance and cleaning. • A layout with well-arranged escape routes. The Tenderers must submit with its Tender a Description of the proposed Line Layout, showing how the Tenderer fulfils the criteria above. This description may contain references to other documents submitted as part of the Tender. Project Approach (8%) When evaluating the sub-criterion Project Approach, points will be awarded based on the fulfilment of the following criteria: • The Tenderer’s submission of a Project Plan outlining the project approach of the Tenderer. The Project Plan shall not exceed 5 pages. If the process plan exceeds 5 pages, DRS will only include the first 5 pages in its evaluation. In its evaluation DRS will especially have regard to: o That the Project Plan clearly shows how the Tenderer will execute the project in the most appropriate way and secure compliance with the Contract Time Schedule. o That the Project Plan is clear, shows a good understanding of the project and is tailored to this specific project (not standard material). o That the Project Plan clearly shows the proposed project organisation, including the role of known Subcontractors. • CVs (curriculum vitae) for the Site Manager and the Project Manager. In this evaluation DRS will especially have regard to the following: o That the CV for the Project Manager shows that the proposed Project Manager has educational and/or professional qualifications and experience within the field of project management. o That the CV for the Site Manager shows that the proposed Site Manager has professional experience and qualifications within the field of site management.

## Description

This Tender concerns a Contract for the design, engineering, manufacturing/procurement, installation, testing, commissioning and trial operation of a Counting Line for the new sorting and recycling Plant that will be constructed on the new site in Fredericia (Jutland), Denmark. The primary function of the Counting Line is to receive and buffer Collection Containers and hereafter count PET, ALU and Glass Beverage Packaging.
