### Award Criterion Descriptions

- Prices and carbon budget (Raw material and Transport) must must be stated in the attached Tender List (doc no.: 25/10183-24) and the defined price elements/ data must be completed herein. Prices must be stated exclusive of VAT but inclusive of all other expenses associated with the purchase. In relation to understanding how to fill out the sheets Raw materials and Transport reference is made to Appendix 1I: Rules regarding carbon footprint (doc. No.: 25/10183-30. Prices must be stated in EUR When evaluating 'Price', the Contracting Authority will evaluate the total cost (for evaluation purpose), cf. the Tender List (doc no.: 25/10183-24).
- The tenderer must fill out the document “Appendix 2A: Technical Data List” doc. No. 25/10183-18 in connection with the response of this sub-criterion. In the evaluation of 'Solution description', the Contracting Authority will emphasize the following: The extent to which the tenderer complies with Contracting Authority specifications on the specified voltage levels, see Appendix 2 – Scope of Works, doc. No. 25/10183-17. In this context, the elements listed below are of particular importance: • Installation (40%): It will be evaluated positive if tenderer’s solutions have a design that assist in reducing Contracting Authority cost for installation on site for the relevant voltage level. Low amount of Assembly parts will be evaluated positive: o 1 assembly part will result in a score of 10 o 2 assembly parts will result in a score of 7 o 3 assembly parts will result in a score of 3 o 4 assembly parts or more will result in a score of 0 • Technical requirements on Failing load, bending (20%): It will be evaluated positive if tenderer’s solutions have higher values than specified in technical requirements for the relevant voltage level. Submitted values for the relevant voltage level that are: o Values higher than 40% than required will result in a score of 10 points o Values higher than 30% or equal to 40% higher than required will result in a score of 8 points o Values higher than 20% or equal to 30% higher than required will result in a score of 6 points o Values higher than 10% or equal to 20% higher than required will result in a score of 4 points o Values higher than required or equal to 10% higher will result in a score of 2 points o Values equal to required will result in a score of 0 points • Technical requirements on Failing load torsion (20%): It will be evaluated positive if tenderer’s solutions have higher values than specified in technical requirements for the relevant voltage level. Submitted values for the relevant voltage level that are: o Values higher than 40% than required will result in a score of 10 points o Values higher than 30% or equal to 40% higher than required will result in a score of 8 points o Values higher than 20% or equal to 30% higher than required will result in a score of 6 points o Values higher than 10% or equal to 20% higher than required will result in a score of 4 points o Values higher than required or equal to 10% higher will result in a score of 2 points o Values equal to the required will result in a score of 0 points • Design of Top and bottom flange (20%): For those solutions where a Pitch circle diameter of bolts in the technical requirements is required higher than the corresponding diameter stated in the IEC 60273:1990, it will evaluate positive if, it is possible to order with other standard diameter sizes down to the stated diameter in the IEC 60273:1990 for that specific type of post insulator. o Offering a flexible solution where the offered products can be delivered with other pitch circle diameters, as stated above, will result in a score of 10. o Complying with the stated pitch circle diameter in technical specification will result in a score of 0. An overall evaluation will be made of this sub-criteria.
- The tenderer must specify the guaranteed delivery time from the contracting authority’s order to final delivery. The delivery time must be entered in calendar days in the document “Appendix 2A: Technical Data List” doc. No. 25/10183-18. Please note that the guaranteed delivery time will be subject to liquidated damages, cf. section 12.1 i Appendix 1: General Terms and Conditions for Purchase of the contract. The evaluation of the sub-criterion “Delivery Time” will be based on the guaranteed delivery time offered by the tenderer. If the tenderer offers a delivery time of 186 calendar days, a score of 10 will be awarded, whereas a delivery time of 496 calendar days will result in a score of 0. Scores between these two values will be determined by linear interpolation. A delivery time exceeding 496 calendar days will not be accepted and will be considered non-compliant, cf. section 2.7.1 of the tender conditions.
- For the evaluation of the sub-criteria the below should be enclosed: If the tenderer includes a list of proposed deviations to the attached contractual terms: • Agreement under Framework Agreement (doc. no. 25/10183-12), • Appendix 1: General Terms and Conditions for Purchase (doc. no. 25/10183-13) the tenderer must use the Clarification List (doc. no. 25/10183-10). The proposed deviations to the contractual terms must be stated in the spreadsheet marked “Legal clarification” and should be explicit and with explanation as to why they are made. The tendered assignment must be performed on the basis of the attached contract terms. The tenderer may, however, suggest explicit and well-explained deviations to the contractual terms which the Contracting Authority has identified as competitive criteria below: • Appendix 1: General Terms and Conditions for Purchase (doc. 25/10183-13) and, where relevant, same Clauses and Sub-Clauses in the Agreement under the Framework Agreement (doc. no. 25/10183-13): o Clause 9 (Time of Delivery) o Clause 11 (Intellectual property rights) o Clause 12 (Late-delivery or non-delivery) o Clause 13 (Defects and remedies) o Clause 14 (Limitation of liability) o Clause 15 (Product liability) o Clause 16 (Insurance) o Clause 17 (Indemnification) o Clause 18 (Performance guarantee), except for what is stated above under sub-section 3.7.1 (Tenderer’s reservations) o Sub-Clause 20.3 (HSE requirements) o Clause 25 (Termination) These will be included in the evaluation of the sub-criterion "Contract terms" and it is noted that any deviations may lead to a reduction to the score depending on the content, clarity, and consequence. In this regard it is explicitly noted that deviations which intends to limit liability and shift the financial risk in favor of the tenderer will be of particular importance in the evaluation. No deviations, and thereby absolute fulfillment of the contract terms, will result in the maximum score of 10. An overall evaluation will be made of this sub-criterion. A minimum score of 4 must be achieved, cf. sub-section 3.7.1
