## Description

The Department for Middle East and North Africa is seeking consultants to support the formulation of a fourth phase of the regional Syria- Iraq Peace and Stabilisation Programme (PSP) covering the period early 2026 to December 2028. The assignment will be conducted in coordination with the Ministry of Defense.
The formulation will build on relevant learning and recommendations from previous phases of the programme, while also being based on the context developments in the region in the recent year and thereby explore potential opportunities within the strategic and thematic priorities of Denmark for Syria and Iraq. 
The objective is to formulate a programme document as well as underlying the Peace and Stabilisation Engagement Documents (PSEDs) that provide detail on each individual engagement to be supported under the programme. The overall PSP framework is expected to be a three-year regional programme with an overall objective and a number of engagements in Syria and Iraq organised under thematic areas of intervention. The weight of the programme is expected to be in Syria while still retaining engagements in Iraq, including in relation to capacity building of Iraqi security forces. 
The thematic priorities are expected to be:
•	Support to inclusive political transition processes
•	Accountability and transitional justice
•	Capacity development of national and local structures and institutions, where relevant and possible.
•	Support to the camps in North East Syria, reintegration processes and anti-radicalisation
The scope of work includes the entire process of formulating a new PSP programme including undertaking relevant preparatory desk analyses, interview with stakeholders in Denmark, Syria and Iraq, and the region, drafting of a first programme document for technical approval, formulation of a final programme document for political approval and formulation of a project document (PSED) for each engagement under the programme. Expected number of engagements will be between 9-12 maximum. 
The consultancy team should consist of two consultants with extensive experience in formulating peace and stabilization programmes and with applying Danida guidelines. The team should have experience in formulating large, complex, multi-year and multi-actor engagements with solid results frameworks and flexible programme design. The team should have geographical experience from similar assignments related to Syria and Iraq. 
The main part of the programme formulation, including interviews with stakeholders, should take place primarily during September to November 2025 with an expected mission to Lebanon and Syria and potentially mission to Iraq. The missions will be supplemented by virtual meetings, where relevant. 
The maximum budget for the assignment will be DKK 850.000 including DKK 100.00 allocated for potential security costs related to the field mission/s.
