Background 
Ukraine has established a comprehensive anti-corruption institutional framework, including the NACP, NABU, SAPO, and HACC. These institutions play a central role in ensuring accountability for high-level corruption, implementing prevention mechanisms, and safeguarding public integrity. At the same time, Ukraine continues to advance anti-corruption reforms in the context of EU accession. Key priorities are outlined in the Rule of Law Roadmap, EU accession benchmarks for Chapters 23 and 24, and the “10-step plan” agreed by Commissioner Kos and Deputy Prime Minister Kachka. These reforms include legislative, institutional, and policy measures, as well as capacity-building efforts.
In this context, EUACI provides technical assistance to national partners and seeks to engage highly qualified anti-corruption experts to deliver legal, analytical, and policy support to ensure timely and high-quality implementation of reform commitments.
Objective
The purpose is to ensure that anti-corruption institutions perform effectively and that Ukraine advances reforms required for EU accession. The objective is to provide high-quality and timely legal and policy advice across key anti-corruption areas.
Scope of Work
The Consultant will provide legal and policy support in the following areas:
(a) Corruption prevention: asset declarations and verification, conflict of interest and ethics rules, whistleblower protection, corruption risk management, anti-corruption programmes, and mainstreaming anti-corruption into public policies;
(b) Detection and enforcement: liability for corruption offences, investigation and prosecution procedures, evidence collection, international cooperation, confiscation and asset recovery mechanisms;
(c) Anti-corruption policy: development, implementation, monitoring, and evaluation of national policy frameworks, including data collection and analysis;
(d) Institutional framework: legal and policy support to anti-corruption institutions, including mandates, independence, governance, internal procedures, and selection mechanisms;
(e) Other tasks: ad hoc support as agreed with EUACI.
Deliverables
Outputs may include legal and policy analyses, reports, opinions, legislative proposals, and methodological tools. The Consultant may also participate in meetings and deliver trainings, workshops, and presentations. Deliverables will be prepared in English and Ukrainian and coordinated with EUACI.
The Consultant will work closely with EUACI and national partners, including the Parliamentary Committee on Anti-Corruption Policy, the Office of the Deputy Prime Minister for European Integration, HACC, NABU, and SAPO, using relevant materials provided by EUACI and beneficiaries.
Qualifications
Experts should hold a Master’s degree in law or a related field and have at least 10 years of experience in legal and policy advisory work. Required qualifications include strong knowledge of Ukraine’s anti-corruption framework, experience in applying international standards, and proven drafting and analytical skills. Experience in Ukraine and fluency in English and Ukrainian are mandatory. Experience with international organisations or comparative analysis is an advantage.
Award Criteria
Selection will be based on quality (80%) and price (20%). Quality includes qualifications (30%), adequacy based on sample deliverables (50%), and regional and language experience (20%).
Timing and Budget
The assignment is expected to last up to 10 months, starting in June 2026, with a maximum budget of EUR 50,000 (DKK 373,562). A framework contract will be used, with assignments defined based on EUACI needs.
Tender Procedure
The tenderers are expected to submit their interest, after which they will be invited to fill out the official forms to prove their suitability and to declare the statement of joint participation (if relevant). 
If eligibility for participating in tender is proved, tenderers will be invited to provide the following documents within official templates: 
-	CV in English of a tenderer;
-	Budget (with identifying a daily / hourly rate);

-	registration documents certifying the status of a tenderer (both for individuals and legal entities),
-	at least one sample of an English and Ukrainian text recently drafted by the tenderer, 
-	2 referees' contact details.

All documents shall be submitted in English (except Ukrainian sample of recently drafted text), failure to do so will result in the exclusion of a tender. 
Tenders cannot be considered if: 
-	submitted in a language other than English (except Ukrainian sample of recently drafted text), or
-	sent to an e-mail account or address not mentioned in the official announcement, or 
-	missing any of the documents listed above, or
-	submitted after a deadline.
A successful tenderer will be informed about being selected. The respective long-term contract will be signed by the EUACI and an expert.
