## Description

The purpose of the consultancy is to assist AFRPOL/Danish MFA in the formulation of a new programme for cooperation with the 3 central Sahel countries and maybe later one or more neighbouring countries, covering the period 2026-2030 (5 years). An identification note developed by the MFA is available.

The consultancy foresees a team of 3 (+) international experts and with relevant competences. As access to the countries is difficult much of the formulation and information gathering will be on-line/ desk-based.

Relevant competences of the experts will include

Expert 1 Civil Society and Human Rights Expert
•	Solid experience with support to civil society in fragile and conflict affected contexts
•	Familiarity with supporting democratic initiatives in contexts with shrinking civic space 
•	Experience with promoting human rights through development programming 

Expert 2 Youth Employment / Entrepreneurship Expert 
•	Experience with youth entrepreneurship and job creation programmes
•	Knowledge and experience with effectively addressing youth and gender considerations in development programmes/projects 
•	Experience with programming in fragile and conflict affected areas (within HDP, nexus or similar approaches) 

Expert 3 Resilience and Natural Resource Management Expert
•	Experience in the development of complex thematic development programmes in the area of building resilience or natural resource management (could be water, climate adaptation, food systems, management of pastoralist/agrarian relations) in fragile situations
•	Good understanding of conflict sensitive programming  
•	Experience with Natural Resource Management programming or
•	Experience with water sector development 

And are related to the defined objectives (SO) for the future programme: 

SO1: Support democratic processes, access to reliable information, and human rights: Activities could cover support that promote civic engagement and human rights from a bottom-up approach, and by supporting a diverse and independent civil society, with a focus on youth and women. 

SO2: Youth employment/entrepreneurship: Support the strengthening of skills and qualifications of youth, provide business training, access to funding and access to markets.

SO3: Community Resilience, Water, Natural Resource Management (NRM): Community resilience focusing improving access to clean water, natural resources, improved agricultural productivity and rural entrepreneurship and market access.
The tentative overall budget for the future programme is DKK 800 million (subject to adjustments). The programme should be launched in second semester 2026 and 3-5 development projects could initially be foreseen.
