ADMINISTRATIVE PART 
ASP E-Procurement System and Participation Requirements. Participation requires prior registration by an authorized economic operator, who receives a personal and confidential account used for identification and digital signature; all actions performed through this account are legally binding. Bids must be submitted electronically, and participation implies full acceptance of all tender rules, with violations potentially leading to exclusion. Eligible participants include individual entrepreneurs, companies, cooperatives, consortia, temporary groupings, and other forms of joint participation, including European Economic Interest Groupings. Given the integrated nature of design and works, bidders must hold appropriate SOA certification either for both design and execution or for execution together with a qualified designer. Participants must provide self-declarations confirming general requirements, while minor formal deficiencies may be remedied through clarification procedures. Exclusion applies in cases set out by law, including conflicts of participation (e.g. multiple bids within different groupings). Technical capacity requirements include compliance with national regulations, adequate financial turnover in engineering and architectural services, and proven experience in similar projects over the past ten years, including both overall and specific reference services proportional to the estimated contract value. Access requires prior registration and authentication All requests for clarification shall be submitted in writing. Responses will be shared with all bidders to ensure equal treatment. The Contracting Authority reserves the right to issue amendments to the solicitation documentation. Any modification will be communicated in writing to all participants.

Contract arrangement 
• One main contract will be established. The successful bidder will be required to establish subcontracts as required. The estimated contract value is EURO 564.607,08 excluding VAT. 
• The tender documents and resulting contract will be in the italian language. 
• Pre-qualified firms will receive the tender documents during Q2/2026 with tentative contract signature during Q3/2026. 
• The tender will be published on 15 June 2026, and the deadline for submitting bids will be 30 July 2026. 
• The contract will be awarded on the basis of Best Value, considering both technical merit and price. 
• Bids will be evaluated based on predefined technical and financial criteria. The evaluation may be conducted in successive stages. 
• After submission, only minor clerical corrections may be allowed. No substantial modifications affecting price or technical content will be accepted. 
Pre-qualification Process 
Firms that wish to pre-qualify for this project must show their interest by submitting a formal request to the Point of Contact (POC) identified below describing how the pre-qualification requirements are met no later than 12 June 2026, at 12:00 Central European Time. 

TECNICHAL PART 
The Italian Navy Directorate of Public Works of Augusta (Direzione del Genio per la Marina Militare di Augusta) intends to issue an invitation to submit tenders for a contract under the rules and procedures of the NATO Security Investment Programme (NSIP). The project concerns the structural reinforcement of pipelines transporting JP5 (Jet Propellant 5) and DFM (Diesel Fuel Marine) located inside the underground tunnel connecting the POL Depot of San Cusumano to the NATO Pier. The POL depot is a strategic logistics infrastructure supporting NATO naval operations in the Mediterranean area. The pipelines ensure the fuel supply from the storage tanks located inland to the refuelling points at the NATO pier. Recent inspections and non-destructive testing campaigns have highlighted corrosion phenomena and local thickness reduction affecting some sections of the pipelines, requiring targeted structural reinforcement to guarantee the continued safe operation of the system. 

Scope 
The project consists of repair and structural reinforcement works on existing pressurized pipelines located inside the underground tunnel linking the POL depot to the NATO pier. The main activities are described in the NOI. 

Description of the Infrastructure 
The POL fuel supply system consists of pipelines running for approximately 3 km between the storage facility and the NATO pier. 
The system includes three main pipelines: 
• DN 14” pipeline – Diesel Fuel Marine (F76), • DN 14” pipeline – Jet Propellant 5 (F44), • DN 18” pipeline – Diesel Fuel Marine (currently not in service) 
The pipelines are located inside an underground tunnel approximately 1.6 km long, connecting the POL depot to the NATO Pier (Pier No. 15).

Contract Arrangement 
One main Civil Works Contract will be established covering: 
• Detailed design (Executive Design) 
• Execution of structural reinforcement works on the pipelines 
The contractor may establish subcontracts where necessary. Estimated duration of the project: 
• Executive design: 30 days 
• Construction works: 50 days 
Total estimated duration: 80 days
