### Award Criterion Descriptions

- Tender evaluation with respect to the sub-criterion ‘Price’ is based on the Tenderer’s response to Annex C.3 – Price Schedule - Lot 3 Earthing Transformers. For the evaluation of “Price”, the total evaluation price, cf. Annex C.3 – Price Schedule – Lot 3 Earthing Transformers cell M29, forms the basis. In the Tender List, a price add-on for idle-loss for a lifespan of 40 years is automatically applied to each product, on the basis of the idle-loss stated by the Tenderer. The price add-on amounts to DKK 112.245,00 per kW.
- The Contracting Entity will evaluate the extent to which, and in what qualitative manner, the requirements set out in the Requirement specification are fulfilled, it being assessed positively that the requirements are fulfilled, and assessed negatively if the requirements set out in the specification are not fulfilled. The Contracting Entity sets as a minimum requirement that the Tenderer must achieve at least 4 points for the sub-criterion “Quality”. Only tenderers who meet the stipulated minimum score requirement for the qualitative criteria—i.e., at least 4 points for the sub-criterion “Quality”—will participate in the further award procedure. Tenderers who do not meet this minimum requirement will not be considered further in the award of the Framework Agreement.
- The Tenderer shall state whether a third-party certified/verified Environmental Product Declaration (EPD) for the arc suppression coil is available in accordance with ISO 14025 and EN 15804, or equivalent standards. If such an EPD is not already available at the time of tender submission, the Tenderer shall specify when an EPD can be delivered for each type. Under the sub-criterion “Environmental Product Declaration (EPD)”, the Contracting Entity will assess the extent to which, and the qualitative manner in which, the Tenderer can deliver EPDs in accordance with ISO 14025 and EN 15804, or equivalent standards for the arc suppression coils. Points for thte delivery of a third-party verified EPD is allocated based on the table below: Point 0 There are no plans to develop EPD’s 1 The Contracting Entity will receive a third party verified EPD for the specific type Earthing Transformer no later than 24 months after the first delivery. 2 The Contracting Entity will receive a third party verified EPD for the specific type Earthing Transformer no later than 20 months after the first delivery. 3 The Contracting Entity will receive a third party verified EPD for the specific type Earthing Transformer no later than 16 months after the first delivery. 4 The Contracting Entity will receive a third party verified EPD for the specific type Earthing Transformer no later than 12 months after the first delivery. 5 The Contracting Entity will receive a third party verified EPD for the specific type Earthing Transformer no later than 8 months after the first delivery. 6 The Contracting Entity will receive a third party verified EPD for the specific type Earthing Transformer no later than 4 months after the first delivery. 7 The Contracting Entity will receive a third party verified EPD for the specific type Earthing Transformer at the first delivery 8 The Contracting Entity will receive a third party verified EPDs for the different types of Earthing Transformers together with the Tenderers offer
- The Tenderer shall state the committed delivery time from Purchase Order to delivery at N1 for the Earthing Transformers. The Tenderer will be obliged to deliver within the committed delivery time during the duration of the Framework Agreement. Point for delivery time is allocated based on the table below: Delivery time Points ≤ 40 weeks 8 > 40 to ≤ 44 weeks 7 > 44 to ≤ 48 weeks 6 > 48 to ≤ 52 weeks 5 > 52 to ≤ 56 weeks 4 > 56 to ≤ 60 weeks 3 > 60 to ≤ 64 weeks 2 > 64 to ≤ 68 weeks 1 > 68 weeks 0 The Contracting Entity sets as a minimum requirement that the Tenderer shall offer a delivery time not exceeding seventy-two (72) weeks. Only tenderers who comply with this requirement will participate in the further award procedure. Tenderers who do not comply with this minimum requirement will not be considered further for the award of the Framework Agreement.
- In assessing the sub-criterion ‘Agreement terms’, emphasis is placed on ensuring that the specified requirements which are not identified as minimum requirements, cf. section 6.5.1, are met; failure by the tenderer to meet these requirements will be assessed negatively. The Contracting Entity sets as a minimum requirement that the Tenderer must achieve at least 4 points for the sub-criterion “Agreement terms”. Only tenderers who meet the stipulated minimum score requirement for the qualitative criteria—i.e., at least 4 points for the sub-criterion “Agreement terms”—will participate in the further award procedure. Tenderers who do not meet this minimum requirement will not be considered further in the award of the Framework Agreement.
