BACKGROUND
The assignment concerns a Mid-Term Review (MTR) of the 3SN Programme. The MTR is part of the regular monitoring of the programme and will be led by the Evaluation, Learning and Quality Department (LEARNING) of the Danish MFA. 
OBJECTIVE
The objective of the MTR is to assess the overall performance in the implementation of the 3SN (2024-28) Programme and its underlying projects, including strategic and programmatic achievements as well as risks and challenges faced. The MTR will be conducted in accordance with the Danish MFA’s/Danida Aid Management Guidelines Based on the findings, the MTR is expected to formulate recommendations to strengthen and adapt the programme.
SCOPE OF WORK AND METHOD
The MTR will be carried out in accordance with standard OECD/DAC criteria, which implies a focus on assessing the relevance, coherence, effectiveness, efficiency and sustainability of the 3SN Programme.
The scope of work will cover two levels: a) the programme level for a cross-cutting and more strategic perspective, and b) the project level examining the programme’s underlying projects.
OUTPUTS
The MTR Team is expected to provide the following outputs: 

(1) a Mission Preparation Note (MPN) of approx. 5 – 10 pages; (2) a post-mission de-briefing presentation; (3) a draft Mid-Term Review Report, and (4) a final Mid-Term Review Report of max. 20 pages, excluding annexes.

TEAM COMPOSITION/CONSULTANTS
A team of three international consultants is required for this assignment.
Expert 1 should be a specialist in Recovery and Governance in conflict-affected settings, with extensive programme review experience. Expert 2 should be a specialist in displacement and durable solutions. Expert 3 should be an expert in financial management. One of the experts, preferably Expert 1, should be designated as coordinator for the team of consultants. Experts 1 and 2 should have experience from the MENA region – for expert 3 it is considered an advantage. The experts are expected to participate in mission travel to Lebanon, Jordan and possibly Syria.
The MTR team will be led by a chief advisor from the MFA LEARNING department.
TIMING
The MTR is expected to start 27 August 2026 (date TBC), and expected to conclude end-October 2026 (date TBC). A mission of maximum 10 days to is expected to take place from mid-September 2026 (specific dates to be agreed).

700,000 DKK (net of VAT)
