## Description

BACKGROUND:
The Ministry of Foreign Affairs of Denmark seeks to undertake an early appraisal of a possible new country programme for Danish development cooperation with Palestine.

OBJECTIVE:
The purpose of the appraisal is to provide strategic and technical quality assurance of the proposed programme design and documentation as per the MFA Aid Management Guidelines.

SCOPE OF WORK & OUTPUTS:
The appraisal will be conducted based on a desk review of documents and initial interviews followed by a mission to Palestine. 
The appraisal team is expected to provide the following outputs: 1) A Preparation Note outlining the main issues of concern and methods within the framework of the appraisal. 2) A de-briefing note highlighting key findings and recommendations. 3) A draft report with key findings and recommendations. 4) A final appraisal report which should include an elaboration of the key findings as well as recommendations. 

TIMEFRAME (tentative dates):
The appraisal is expected to start mid October 2026, and conclude by end December 2026. The mission to Palestine is expected to take place the first two weeks of November 2026. 

CONSULTANTS:
Three international consultants/experts are required for this assignment. The team should include External expert 1) Human rights and protection 2) Local government and public services 3) Programme governance including financial management, monitoring and compliance. 
One of the consultants should be team leader for the external consultants. All consultants are expected to have very good working knowledge of the English language and solid experience from Palestine. The appraisal team is be led by a chief advisor from the MFA and will include a development specialist on agri-business, livelihoods and resilience from LÆRING.

BUDGET:
The budget maximum is DKK 950,000.00 net of VAT.

A minimum of three and a maximum of five applicants with references best suited for the assignment will be invited to submit a tender.
