Background
The EU4Reconstruction Programme is supporting the preparation of Development Strategies for selected partner municipalities to strengthen strategic planning, support post-war recovery, and promote sustainable urban development. As one of Ukraine's largest metropolitan centres and a key economic, industrial, educational, healthcare, and humanitarian hub, the City of Dnipro requires a new Development Strategy for the period 2027–2037 that reflects the profound changes resulting from the ongoing war, recovery and reconstruction needs, demographic shifts, economic transformation, climate challenges, and evolving investment priorities.
Preparing such a strategy requires a comprehensive analytical assessment that integrates socio-economic, spatial, environmental, institutional, infrastructure, financial, and governance perspectives into a coherent evidence base. Given the multidisciplinary nature and technical complexity of this work, specialised external expertise is required to complement the capacities of the municipal administration and ensure that the Strategy is based on robust analysis, broad stakeholder engagement, and international good practices.

Objective
The objective of the assignment is to provide the City of Dnipro with a comprehensive, evidence-based analytical foundation for the preparation of the Dnipro Development Strategy 2027–2037. The assignment will identify the city's development challenges, opportunities, comparative advantages, resilience, and investment potential, and will formulate strategic analytical inputs that support long-term recovery, sustainable development, and investment planning.

Scope of Work
The Consultant shall undertake a comprehensive analytical and strategic assessment of the City of Dnipro in accordance with the Terms of Reference. The assignment shall include, inter alia:
●	collection, verification, and systematisation of quantitative, qualitative, spatial, institutional, and policy data;
●	review of existing strategic, sectoral, spatial planning, and regulatory documents;
●	comprehensive baseline analysis covering socio-economic, demographic, spatial, infrastructure, environmental, governance, digital, education, healthcare, cultural, and financial dimensions;
●	assessment of urban resilience, institutional capacity, risks, and recovery needs;
●	analysis of metropolitan functions, economic competitiveness, investment environment, human capital, healthcare, education, and cultural development;
●	stakeholder consultations, expert interviews, focus groups, and representative public survey;
●	preparation of an integrated SWOT analysis and alternative development scenarios;
●	identification of strategic priorities, investment directions, and evidence-based recommendations to support preparation of the Dnipro Development Strategy 2027–2037.

Methodology
The Consultant shall apply an integrated, multidisciplinary, and evidence-based methodology combining desk research, policy review, quantitative and qualitative analysis, GIS-based spatial analysis, institutional assessment, stakeholder engagement, and strategic planning tools. The assignment shall combine remote analytical work with field activities in the City of Dnipro, including meetings, consultations, workshops, and data validation exercises. The methodology shall ensure alignment with Ukrainian legislation, national recovery priorities, decentralisation reforms, and relevant European Union policies and territorial development approaches.

Team Composition
The assignment shall be implemented by a multidisciplinary team of experts with demonstrated experience in strategic urban development and recovery planning. The team should collectively possess expertise in strategic planning, socio-economic analysis, urban and spatial planning, infrastructure, governance, municipal finance, investment planning, environmental sustainability, GIS and spatial analysis, resilience and risk assessment, stakeholder engagement, sociology, education, healthcare, and project management. The Consultant shall designate a Team Leader responsible for the overall coordination, quality assurance, and timely delivery of the assignment.

Timing
The contract is expected to be implemented over a period of seven (7) months, from August 2026 to February 2027. The services shall be delivered through a combination of remote work and field activities in Dnipro, in accordance with the agreed Work Plan and applicable security requirements.

Estimated Budget
The maximum budget for the assignment is DKK 1,000,000 (net of VAT). The budget shall cover all costs associated with implementation of the assignment, including professional fees, travel, accommodation, subsistence, stakeholder consultations, fieldwork, surveys, workshops, data collection, reporting, printing, and all other project-related expenses.
