### Award Criterion Descriptions

- DRS will award the Framework Agreement to the Tenderer who submits the most economically advantageous Tender. The most economically advantageous Tender is identified based on the award criterion “lowest priced”. If two evaluated tender prices are identical, DRS may draw lots between those Tenderers as a last resort to identify the most economically advantageous Tender. The evaluation will be carried out based on the following documents: - Appendix 2: Price List The technical evaluation price is calculated automatically in Appendix 2: Price List. Prices must be stated in EUR per Plastic Sack, exclusive of VAT. Prices must include all expenses and delivery costs (production, assembly, customs and duties etc.). Price adjustment is regulated in the draft Framework Agreement.

### Selection Criterion Descriptions

- DRS’ minimum requirements for Tenderers’ economic and financial standing: • General yearly turnover of at least EUR 1,000,000 in each of the last two (2) completed financial years.
- DRS’ minimum requirements for Tenderers’ economic and financial standing: • Positive equity in each of the last two (2) completed financial years.
- DRS’ minimum requirements for Tenderers’ technical and professional ability: At least two (2) references within the last three (3) years demonstrating experience with comparable services. Comparable services mean deliveries of plastic sacks or plastic bags comparable in broad sense to the Plastic Sacks under this Tender Procedure. Each reference must include: 1) description and why comparable, 2) date/time of delivery, and 3) customer contact details (name, phone, email). By submitting references, the Tenderer accepts that DRS may contact the customer.

## Description

The subject matter of the Framework Agreement is to set out the terms and conditions for the supply of: • Up to 4.000.000 units of Large Plastic Sacks for the collection of Beverage Packaging made of PET and aluminum. • Up to 1.600.000 units of Small Plastic Sacks for the collection of Beverage Packaging made of glass (glass bottles). Each Plastic Sack must have a Unique Identifier, consisting of a QR-code, a variable sack number, and check digits, to enable scanning and identification in DRS’ handling process. The detailed requirements for the Plastic Sacks and DRS’ handling process are described in the Specification of functional and technical requirements to Plastic Sacks, including sub appendices The Framework Agreement will be carried out in period 1 January 2027 – 31 December 2030. DRS may place an order on the final day of the Contract Term, to be delivered in accordance. The estimated number of Large and Small Plastic Sacks to be supplied under the Framework Agreement is 4,400,000 units, and the maximum number to be supplied is 5,600,000 units. The estimated and maximum quantities are distributed as follows: Large Plastic Sacks: - Estimated: 800,000 units per year = 3,200.000 units in Contract Term - Maximum: 1,000,000 units per year = 4,000,000 units in Contract Term Small Plastic Sacks: - Estimated: 300,000 units per year = 1,200,000 units in Contract Term - Maximum: 400,000 per year = 1,600,000 units in Contract Term DRS will guarantee an order of 800,000 Large Plastic Sacks and 300,000 Small Plastic Sacks in the first year.
