## Description

International Media Support (IMS) seeks to establish a pool of qualified research providers through framework agreements to deliver recurring audience segmentation studies and related audience intelligence services across Eastern Europe and the Western Balkans. IMS reserves the right to enter into more than one framework agreement as a result of this tender. Across the region, disinformation, information manipulation, and declining trust in information sources continue to affect public discourse and democratic resilience. To design effective responses, media organisations, civil society actors, and other stakeholders require a deeper understanding of audience behaviours, information needs, media consumption habits, levels of trust, and vulnerability to harmful narratives. Through this tender, IMS aims to identify service providers capable of designing and implementing audience segmentation studies and related research in multiple countries across Eastern Europe and the Western Balkans. The findings will support IMS and its partners in developing evidence-based strategies, content, engagement approaches, and interventions that strengthen information integrity and more effectively reach priority audiences. Applications are welcome from research companies, consultancies, academic institutions, and consortia with the required expertise and capacity to deliver high-quality audience research services across the target regions.
