Beskrivelser af tildelingskriterier

  • Prices must be stated in the attached Appendix 3: Price List (doc. no. 24/08520-18) and the defined price elements must be completed herein. Prices must be stated exclusive of VAT but inclusive of all other expenses associated with the purchase. Prices must be stated in EUR. When evaluating 'Price', the Contracting Authority will evaluate the total cost, cf. the Appendix 3: Price lists (24/08520-18). The evaluation of prices is based on “Total price” in EUR from row 21 and column B in sheet “Total Eval price Prices must be stated in EUR.
  • For the evaluation of the sub-criteria the below should be enclosed: The tenderer should include a technical solution description which in detail describes the proposed solution (including design, components, processes, tools to be used etc.) and which demonstrates how and to which degree the competitive specifications as set out by the Contracting Authority, cf. the Appendix 2A: Technical Specifications - 600 MVA, 400/150 kV auto-transformers (doc. no. 24/08520-15), are fulfilled, including any advantages elements. The tenderer should be thorough and precise when describing the technical solution, including technical advantages elements and level of fulfillment, as any insecurities and discrepancies may affect the evaluation. Please note that all parts of the Appendix 2A: Technical Specifications - 600 MVA, 400/150 kV auto-transformers (doc. no. 24/08520-15), concerning sound level, e.g. section 5.3.(sound enclosure), 11 and 13.3, will be evaluated as part of the sub-criteria “Sound level” and therefore will not be included in the evaluation of “Technical solution”. Further, please note that the elements marked in yellow in the Appendix 2A: Technical Specifications - 600 MVA, 400/150 kV auto-transformers (doc. no. 24/08520-15) are mandatory, cf. section 3.7.1 of the present Tender Conditions, and therefore are not included in the evaluation. In the evaluation of “Technical Solution”, the Contracting Authority will emphasize the following: The extent to which the detailed technical solution supports the delivery of high performing, well designed and robust reactors considering the scope and content of the assignment, cf. the Appendix 2A: Technical Specifications - 600 MVA, 400/150 kV auto-transformers (doc. no. 24/08520-15) In this context, the elements listed below – and the fulfilment or lack thereof – are of particular importance: • General design - the overall technical solution for the shunt reactor design, including dimensions and accessibility. • Corrosion protection (cf. 5.5 Paint and surface treatment), including whether the protection level is higher or lower than C5vh and how all parts are treated. • Core type • Weight and Size, taking into consideration how this will affect the requirements for the foundations and stations • Tap changer (if applicable) and variation range (cf. 8. Tap Changer) • Oil type (physical characteristics such as sulphur) • Bushings (cf. 7. High-voltage connections and Bushings) • FAT- and SAT-procedure (cf. 6.5 Factory Acceptance Tests and Site Acceptance tests) The characteristics stated in the Appendix 2A: Technical Specifications - 600 MVA, 400/150 kV auto-transformers (doc. no. 24/08520-15) are considered as an acceptable level of fulfilment. An overall evaluation will be made of this sub-criteria.
  • The tenderer must include a detailed and specific technical solution for the tendered assignment, including chosen methods, processes and tools for guaranteed sound power level. The evaluation of guaranteed sound level (cf. section 11. Sound Level in Appendix 2A: Technical Specifications - 600 MVA, 400/150 kV auto-transformers (doc. no. 24/08520-15) is performed in 3 steps: Step 1): a. If the guaranteed sound power level is higher than the maximum value accepted by the Contracting Authority, the guaranteed sound level is too high. The solution will be given the score 0 (zero). Furthermore, the Contracting Authority reserves the right to disregard the offer, due to the fact that the minimum technical requirements are not fulfilled. b. If the guaranteed sound power level is equal to or lower than the maximum value accepted by the Contracting Authority, the sound level is within an acceptable range - the grade is preliminary set to a value of 5 (five), and the evaluation continues with step 2. Step 2): a. If NO external sound damping method is used to obtain the guaranteed value, the evaluation continues with step 3. b. If ANY external sound damping method is used to obtain the guaranteed value, the preliminary grade is reduced depending on the extent of the applied sound damping method: i. If Sound Panels (e.g., sandwich panels) are used, 3 (three) points will be deducted. ii. If Sound Screen is used, 3 (three) points will be deducted. iii. If Sound Housing is used, 5 (five) points will be deducted. (See note *) below for further description and definition of sound damping methods.) After the preliminary grade is reduced, the evaluation continues with step 3. Step 3): a. If sound power level is EQUAL TO the maximum value accepted by the Contracting Authority, the obtained preliminary grade is the final result of the evaluation. b. If sound power level is LOWER than the maximum value accepted by the Contracting Authority, the final grade is obtained by adding 1 (one) point to the preliminary grade for every dB the guaranteed sound power level is lower than the required maximum value. The resulting grade cannot exceed the value 10 (ten), so no credit will be given for sound levels more than 10 dB lower than the maximum value. *) Note Definition of type of sound damping method. i. Sound Panels are panels attached directly to the tank wall, only partly covering one or more sides of the tank (e.g., sandwich panels). ii. Sound Screen is attached to the tank usually covering one or more complete sides. Typically, a screen is also installed with some centimetre distance between tank and screen, so valves, jacking points etc. has to be accessed through hatches in the sound screen. Sound Housing is an enclosure which completely surrounds the main tank, and it includes a roof. A sound house typically requires a separate or specially designed foundation.
  • For the evaluation of the sub-criteria the below should be enclosed: If the tenderer includes a list of proposed deviations to the attached contractual terms: • Contract Agreement (doc. no. 24/08520-6), • Appendix 1: General Terms and Conditions for Purchase (doc. no. 24/08520-7), • Appendix 4 Time and Payment Schedule, (doc. no. 24/08520-19) the tenderer must use the Clarification List (doc. no. 24/08520-9). The proposed deviations to the contractual terms must be stated in the spreadsheet marked “Legal clarification” and should be explicit and with explanation as to why they are made. The tendered assignment must be performed on the basis of the attached contract terms. The tenderer may, however, suggest explicit and well-explained deviations to the contractual terms which the Contracting Authority has identified as competitive criteria below: • Appendix 1: General Terms and Conditions for Purchase (doc. no. 24/08520-7) and, where relevant, same Clauses and Sub-Clauses in the Contract Agreement (doc. no. 24/08520-6): o Clause 2 (Requirements), except for Sub-Clause 2.3 o Sub-clause 4.6 (Advance payment guarantee – except for what is stated as mandatory parts of the Tender Documents, cf. Sub-Section 2.7.1 above) o Clause 9 (Time of Delivery) o Clause 11 (Intellectual property rights) o Clause 12 (Late-delivery or non-delivery) o Clause 13 (Defects and remedies) o Clause 14 (Limitation of liability) o Clause 15 (Product liability) o Clause 16 (Insurance) o Clause 17 (Indemnification) o Clause 18 (Performance guarantee – except for what is stated as mandatory parts of the Tender Documents, cf. sub-section 2.7.1 above) o Sub-Clause 20.3 (HSE requirements) o Clause 24 (Termination) • Appendix 4: Time and Payment Schedule (doc. no. 24/08520-19) These will be included in the evaluation of the sub-criterion "Contract terms" and it is noted that any deviations may lead to a reduction to the score depending on the content, clarity, and consequence. In this regard it is explicitly noted that deviations which intends to limit liability and shift the financial risk in favor of the tenderer will be of particular importance in the evaluation. No deviations, and thereby absolute fulfillment of the contract terms, will result in the maximum score of 10. An overall evaluation will be made of this sub-criterion. A minimum score of 4 must be achieved, cf. sub-section 3.7.1.
