Description
Background and Context
Ukraine has established a comprehensive anti-corruption institutional framework, including the National Agency on Corruption Prevention (NACP), National Anti-Corruption Bureau of Ukraine (NABU), Specialized Anti-Corruption Prosecutor’s Office (SAPO), and the High Anti-Corruption Court (HACC). At the same time, Ukraine continues to advance anti-corruption reforms, particularly in the context of EU accession. Key reforms are outlined in the Rule of Law Roadmap, EU accession benchmarks for Chapters 23 and 24, and the joint “10-step plan” by Commissioner Kos and Deputy Prime Minister Kachka. These reforms include legislative, institutional, and policy measures, as well as capacity building.
Against this background, EUACI provides technical assistance to strengthen anti-corruption efforts. To support reforms in criminal justice, EUACI seeks to engage a highly qualified Anti-Corruption Criminal Law and Procedure Expert.
Objective
The objective is to ensure the availability of high-quality and timely legal and policy advice on issues related to criminal law and criminal procedure in corruption cases.
Scope of Work
The Consultant will provide analytical and technical support in criminal law and procedure related to corruption cases, including:
(a) Legal review of criminal legislation and procedures, analysis of draft laws, and preparation of recommendations aligned with EU and international standards (EU acquis, OECD, GRECO);
(b) Analysis of investigative and prosecutorial practices, development of guidance and tools, identification of procedural challenges, and support to inter-institutional cooperation;
(c) Analysis of judicial practice, preparation of expert opinions, and recommendations to improve adjudication efficiency and consistency;
(d) Legal analysis of asset recovery and confiscation frameworks and support to improving related procedures;
(e) Provision of ad hoc legal and analytical support, including contributions to reports and reform assessments.
Deliverables
Expected outputs include analytical reports, legal opinions, policy briefs, legislative proposals, and methodological tools related to corruption cases. The Consultant may also deliver presentations, trainings, and workshops for beneficiary institutions. Deliverables will be prepared in English and Ukrainian and coordinated with EUACI.
The Consultant will work closely with EUACI and national partners, including the Parliamentary Committee on Anti-Corruption Policy, the Office of the Deputy Prime Minister for European Integration, HACC, NABU, and SAPO, and will use relevant materials provided by EUACI and beneficiaries.
Qualifications and Competence
The Consultant should have a Master’s degree in law or a related field and at least 10 years of experience in criminal law, criminal procedure, and anti-corruption reforms. Required expertise includes strong knowledge of Ukrainian criminal justice practice, international standards, and experience in legal drafting and analysis. Previous work in Ukraine and fluency in English and Ukrainian are mandatory. Experience with international organisations or technical assistance projects is an advantage.
Award Criteria
Selection will be based on quality (80%) and price (20%). Quality includes general qualifications (30%), adequacy for the assignment based on sample deliverables (50%), and regional and language experience (20%).
Timing and Budget
The assignment is expected to last up to 10 months, starting in June 2026. The total budget will not exceed EUR 50,000 (DKK 373,562). The contract will be framework-based, with tasks assigned as needed. The budget covers professional fees and related expenses.
Tender Procedure
The tenderers are expected to submit their interest, after which they will be invited to fill out the official forms to prove their suitability and to declare the statement of joint participation (if relevant).
If eligibility for participating in tender is proved, tenderers will be invited to provide the following documents within official templates:
- CV in English of a tenderer;
- Budget (with identifying a daily / hourly rate);

- registration documents certifying the status of a tenderer (both for individuals and legal entities),
- at least one sample of an English and Ukrainian text recently drafted by the tenderer,
- 2 referees' contact details.

Tenders cannot be considered if:
- submitted in a language other than English (except Ukrainian sample of recently drafted text), or
- sent to an e-mail account or address not mentioned in the official announcement, or
- missing any of the documents listed above, or
- submitted after a deadline.
A successful tenderer will be informed about being selected. The respective long-term contract will be signed by the EUACI and an expert.
