Fjernvarme Fyn Holding A/S, hereafter referred to as Fjernvarme Fyn, invites tenderers for the construction of a Carbon Capture plant for CO2 capture at Fjernvarme Fyn waste incineration plant at Havnegade 120, 5000 Odense C, Denmark. FVF is owned by the Odense Municipality by 97%, which has some ambitious climate goals for 2030. In order to reach those ambitious goals FVF must be a major contributor. FVF has on the basis of a comprehensive feasibility study chosen to tender for a carbon capture solution for Fjernvarme Fyns waste-to-energy (WtE) plant at their site in Odense. The WtE plant consist of three incineration units. CCS at the WtE plant are expected to be a very cost-competitive option in a national context and thus a relevant entity to receive national funding through the national CCS subsidy schemes expected to be published in 2024 and 2025. FVF has two biomass-fired CHP plants in its portfolio that are suitable for carbon capture in the longer run, but for now FVF has decided to focus on tendering for a carbon capture solution for the WtE plant. Fjernvarme Fyn needs to establish a CO2 capture plant that can capture as much of the approximately 325 thousand tons of CO2 emitted from the WtE plant annually as economically viable in terms of competing for the national CCS subsidy schemes. 50% of the CO2 will be fossil and the other 50% will be biogenic. The intention is to store all CO2 as part of a future bid in the national subsidy scheme for CCS. If utilization of parts of the biogenic CO2 are deemed more cost-effective than storage it can be taken into account. The WtE plant has 3 lines, with two of the lines merging into one line. Meaning there will be two flue gas lines in total. It is expected that a liquefaction plant, which can convert the captured CO2 into a liquid, will be delivered along with the carbon capture system. The CO2 must then be transported and stored, possibly in storage tanks located at site, and later exported for final storage either on-shore or off-shore. These preliminary tender conditions applicable to the dialogue phase (referred to as "the descriptive document") apply to the tendering procedure for the contract for the construction of a CO2 capture plant at Fjernvarme Fyn's waste incineration plant at Havnegade 120 in Odense, Denmark. The contract is tendered in accordance with the EU procurement directive 2014/25/EU of 26 February 2014 (Utilities Directive), as implemented by BEK. No. 1078 of 29th June 2022, and in accordance with the contract notice published in the EU Official Journal/TED Database. A Prior Information Notice was published on 3rd November 2023 with the Notice publication no. 2023-OJS212-670847. The tender is conducted as a competitive dialogue, which means that only pre-qualified tenderers have the right to make dialogue proposals and possibly submit a final tender. The purpose of these preliminary tender specifications is to provide the basis for dialogues between Fjernvarme Fyn and tenderers in order for Fjernvarme Fyn to obtain the necessary information to be able to bring about an adequate basis for the tenderers to submit a final offer. Final tender documents will be prepared once the initial dialogue rounds have been completed. Fjernvarme Fyn is responsible for ensuring that the tender is carried out in accordance with EU procurement rules, including that the fundamental principles of transparency, equal treatment and proportionality are respected.
