The contract concerns an EPC Turnkey contract including but not limited to the design, procurement, supply, construction, installation, and commissioning of the utility scale solar PV project in Fjenneslev. Scopes/Packages: Besides perimeter fencing and vegetation, the project is divided into 4 separate contracts: • Contract 1 – Delivery and installation of main transformers for substation • Contract 2 – EPC – Substation, including civil works and cable to temporary PoC. • Contract 3 – EPC – PV plant, including PV panels (THIS TENDER) • Contract 4 – EPC – GenTie cable to final POC The separation of the contracts was decided so that HOFOR can backwards engineer the entire site to meet the maximum grid connection capacity when designing the PV plant. Hence the grid connection and the substation (including the main transformers), are not a part of the PV plant scope. The interface lies between the HV cables from the PV plant and the connection/termination at the substation. For HOFOR to ascertain the size and capacity of the main transformers, HOFOR has created a conceptual design for the whole plant. The Contractor is expected to complete and optimise the conceptual design of the plant and the construction site, resulting in a detailed EPC plan, ready for procurement, construction and installation. The construction phase has been planned with a sufficient buffer to mitigate potential delays caused by adverse weather e.g. flooding in parts of the site or muddy conditions due to clayey subsoil. Construction and completion can be done in sections of minimum 25%, so that these sections can be commissioned separately as they are completed. As the substation is expected to be ready for grid connection in Q2/Q3 2026, this will be the earliest time to effectuate energisation of the sections.
