Beskrivelse
The Ministry of Foreign Affairs, Danish Mogadishu Representation Office has entered into a contract regarding the Somaliland Development Fund III (SDF3). Since the 1980s, Denmark has been a consistent development partner for Somaliland. In 2011, Denmark, along with the UK, Norway, and the Netherlands, established the SDF to align with Somaliland’s self-identified development priorities. Managed by an independent Fund Manager, the SDF has aimed to strengthen state capacity, enhance local ownership, and implement critical infrastructure projects. The overall purpose of this contract is to ensure the achievement of the development objectives jointly identified among the SDF3 donors. At the highest level, this includes for SDF3 to strengthen the climate resilience of vulnerable communities in Somaliland while creating increased income and job opportunities, and thereby helping to reduce poverty. The contract should also support the achievement of SDF3’s three strategic-level objectives, including: 1. Increased climate resilience in integrated water resources management and food systems to recover from or mitigate vulnerability to climate-related shocks such as droughts. 2. Increased economic and employment opportunities for women, young people, internally displaced peoples and rural communities. 3. Increased opportunities for private sector investment into green, climate-smart solutions (i.e., technologies, business and production models) through linkages to SDF projects or SDF-supported policy changes. The objective of the assignment is to serve as the Fund Manager for the SDF3 multi-donor fund. This will include day-to-day responsibilities for the management and administration of the Fund. The Fund Manager will be expected to provide efficient, timely, and transparent management of the Fund. The Fund Manager perform a wide-range of tasks related to the start-up, implementation, monitoring and evaluation, reporting, and overall administration of SDF3.

  • The Client may execute one or more of the following options in the course of the Agreement: 1) Changes to the Available Funding The Client may accept funding increases up to a total of DKK 630 million, resulting from new donor commitments or other developments. Conversely, the funds may be reduced due to donor withdrawals. Changes in funding levels could necessitate adjustments to the planned tasks, focus, or activities under the Contract, which may impact the methods employed to achieve the stated Purpose and Objectives. It should be noted that an increase in funding does not automatically justify a proportionate increase in the management budget. The management budget is not expected to increase with more than DKK 55 million net of VAT. The Client retains full discretion in executing this option. Any adjustments to the Fund Manager's fees will adhere to the fee structure outlined in Appendix 3. This option may be exercised multiple times, within the maximum funding threshold specified. 2) Changes to the Project Design The Client may decide at any time to alter the project design and, by extension, the Fund Manager’s Services. Such changes could arise from factors including security or political considerations, result optimization, cost efficiency, or other relevant concerns. Potential modifications may include: • Terminating activities. • Adding new activities. • Shifting focus and operational modalities toward a more localized and people-centered approach, including increased engagement with private and non-governmental sectors, reduced interaction with central-level ministries, and greater collaboration with local councils. These adjustments will not constitute fundamental changes to the Contract. As with funding changes, the Fund Manager cannot assume that increased funding will result in a proportionate increase in the management budget. Any adjustments to the Fund Manager's fees will adhere to the fee structure outlined in Appendix 3. This option may be exercised multiple times, independently or in conjunction with funding changes under Option 1. Tasks performed under this option must align with those outlined in the initial contract. The budget for this option 2 must not exceed the (remaining) funds allocated for the management budget under Option 1.
