As part of the current project development phase, Energinet and Svenska kraftnät (the Clients) are jointly undertaking the Konti-Skan Connect HVDC Interconnector project to renew and modernize the electricity transmission link between Denmark and Sweden. The Consultant is requested to provide engineering services that support the development of a comprehensive cable protection strategy. This includes evaluating seabed conditions, human activity (e.g., anchoring, fishing), and geotechnical risks to ensure the cables are safeguarded against foreseeable hazards throughout their operational lifespan. In addition, the Consultant shall incorporate a Security by Design assessment as a complementary layer to the Cable Protection and Burial Study, specifically addressing risks related to Hybrid Warfare at Sea. This assessment should enhance the overall protection strategy by ensuring resilience against emerging and unconventional threats beyond conventional activity risks. The tender is divided into the following: • Work Package A – Part One – Preliminary Risk Based Cable Protection Design Study • Work Package A – Part Two – Shoreline Morphology and Cable Burial Assessment at Sæby Beach Landfall • Work Package B – Revised threat and risk assessment • Work Package C – Assessment of cable installation methods • Option - Work Package D – Client´s engineer, cable tender phase • Option – Work Package E – Client´s engineer, cable installation phase For further details regarding the purchase, reference is made to the tender documents. The tendered contract has a duration of 9 years until 1. December 2034. The contract is task-based, and it will be possible to extend the duration of the contract until the task has been completed satisfactorily for the Client. The value of the contract is expected to amount to 500,000 EURO.

Beskrivelser af tildelingskriterier

  • Documentation: Prices must be stated in the attached Price List (doc.no. 25/11658-4) and the defined price elements must be completed herein. Prices must be stated exclusive of VAT but inclusive of all other expenses associated with the purchase. Prices must be stated in EUR Evaluation: When evaluating 'Price', the Contracting Authority will evaluate the total cost (for evaluation purpose), cf. the Price List item 1000.
  • Documentation: The tenderer should include the following documentation: 1. A methodology/method statement demonstrating how the Tenderer intends to perform the services comprised by Scope of Services, including procedures, methods and tools (i.e. IT software) for assuring the technical quality of all deliverables to the Contracting Authority under the Consultancy Agreement (approximately 10 pages as a guideline). 2. A project timeline in accordance with Energinet’s and Svenska kraftnäts plan including • Contract milestones and key dates template filled out by tenderer and • Detailed time schedule in which the use of a Gantt chart or similar is encouraged. Evaluation: The evaluation of the sub criterion “Methodology and time schedule” will be based on 1. Tenderer’s understanding of the project as such, demonstrated by the suitability of the proposed procedures, methods and tools for performing the services comprised by the Scope of Services. 2. To which extent the time schedule is robust and at the same time ensures a short and efficient process. Note that Energinet and Svenska kraftnät milestones (cf. Scope of Services section 4) must be met and that earlier delivery will be rated positively. 3. The extent to which the tenderer complies with Scope of Services, including the scope and content of any reservations in relation thereto. Hence, any reservation may lead to a reduction in the score depending on its content, clarity and consequence. An overall evaluation will be made of the ‘Methodology and time schedule’ For all other sub-criteria than “Price” it is a minimum requirement that the tenderers reach a minimum score of 4.
  • Documentation: The Tenderer should prepare the following documentation: 1. CVs 2. Organization description The tenderer should enclose CVs of the Key Personnel who will be allocated to the assignment, including (as a minimum) 1. Project Manager 2. Engineering specialists covering (as a minimum) the following fields of expertise: • Subsea cable threat analysis. • Risk analysis, risk assessment, and risk management. • Geoscience, seabed geology, morphology, and geotechnical conditions. • Subsea cable installation tools, trenchers, and protection methodologies. • Utility crossing design, rock berm stability assessment. The Contracting Authority accepts that the same specialist may cover more than one of the listed fields of expertise. CVs The CVs should include a description of experience and competences of relevance to the tendered assignment considering the position for which the key personnel is offered (e.g. experience within that position, experience with similar assignments etc.). Max. number of pages per CV is limited to three (3) pages; if the CV contains more than three (3) pages only the first three (3) pages will be evaluated. Organization description The tenderer should enclose a description of the project specific organizational structure, including organization chart (2-3 pages as a guideline). Evaluation: The evaluation of the sub criterion “CVs and Organization” will be based on whether the experience and professional qualifications of the individual Key Personnel is recent and relevant and how they complement each other. Further, the evaluation will be based on whether the proposed organizational structure is found to be operational and efficient taking into consideration the scope and complexity of the assignment. An overall evaluation will be made of the “CV and Organization”. For all other sub-criteria than “Price” it is a minimum requirement that the tenderers reach a minimum score of 4.
  • Documentation: The tenderer must as part of the sub-criterion “Contract Terms” include the following (if applicable): • A list of proposed deviations to the attached contractual terms, cf. legal documents (incl. appendices): o General Conditions based on ABR18 (25/11658-3) o Consultancy Contract (25/11658-10) which shall be stated in the “Clarification List” under the sheet “Legal”. The proposed deviations should be explicit and with explanation as to why they are made. Evaluation The tendered assignment must be performed on the basis of the attached contract terms. With the exception of the following sections in: • The legal conditions stated in the Consultancy Contract (25/11658-10): o Sub-clause 2.1 (Documents forming the Agreement) o Sub-clause 5.2.a-h) • The legal conditions stated in the General Conditions based on ABR18 (25/11658-3): o Sub-Clause 3(1) (Governing Law) o Sub-clause 35(1) (Payment, final date for payment) o Clauses 59-63 – chapter J (Disputes and Applicable Law) • Appendix 1 D: Svenska kraftnät – Template – Protective Security Agreement (25/11658-23) which is not part of the evaluation of “Contract terms”. These terms are mandatory. It is possible for the tenderer to make explicit and well-explained deviations. These will be included in the evaluation of the sub-criterion "Contract terms" and it is noted that any deviations may lead to a reduction in the score depending on the content, clarity and consequence. In this regard it is explicitly noted that deviations which intend to limit liability and shift the financial risk in favor of the tenderer will be of particular importance in the evaluation. No deviations, and thereby absolute fulfillment of the contract terms, will result in the maximum score of 10. An overall evaluation will be made of this sub-criterion. For all other sub-criteria than ‘Price’ it is a minimum requirement that the tenderers reach a minimum score of 4.
