The procured solution is an integrated roll-to-roll (R2R) pilot/demonstration line for flexible solar modules equipped with a dedicated inline laser patterning subsystem engineered for high-precision, on-the-fly structuring. The laser platform comprises a green 532 nm, 10 W pulsed laser source (including power supply and full mechanical/electrical/software integration, with additional power outputs available upon request), a Scanlab excelliSCAN 14 premium scanner system with high-resolution optical encoders enabling true closed-loop position control for accuracy and repeatability at speed, a Scanlab varioSCANde II 40i z-axis unit enabling intelligent depth/focus control during processing, and a Cognex Vision 2000 system connected into the control loop for register feedback. This configuration enables live feedforward correction of laser cutout/scribing position “on the fly” to minimize scrap and support zero-waste alignment strategies, including implementation and verification testing. These specifications are not merely desirable but constitute objective technical minimum requirements for achieving the scientific objectives of the project. Solutions lacking these integrated capabilities cannot meet the project’s functional requirements. The overall line integrates (i) inline metallization via a flexographic unit and (ii) inline laser patterning for P1/P2/P3 (laser ablation/laser scribing) with stable web handling, registration, and process control. From a scientific and technical standpoint, this integration is essential because flexible thin-film PV (including perovskite/OPV approaches) typically requires monolithic series interconnection through three laser steps (P1, P2, P3) executed with high precision on a moving web to achieve electrical isolation and reliable interconnection between sub-cells. Inline metallization is required to establish conductive structures at relevant web speeds, and—critically—the laser patterning must be registered to printed/metallized features in real time. Standalone, non-integrated stations without unified web registration and integrated controls generally increase the risk of misalignment, reduced yield, and extended development cycles for P1–P3 optimization. Consequently, alternative technical configurations based on separate or non-integrated process stations do not meet the minimum scientific and operational requirements of the project and therefore cannot be considered reasonable substitutes. The procurement is proportionate and technically justified: the SDU project requires a single integrated R2R platform in which flexographic metallization and inline P1–P3 laser patterning operate as one coordinated process chain with closed-loop scanner and vision registration under one integrator’s end-to-end responsibility. The absence of competition in this case is market-driven and not self-created, as the project requirements were defined prior to supplier identification and subsequently confirmed through an objective market screening.
