Danish Ministry of Defence Acquisition and Logistics Organisation (DALO) is putting acquisition of medals up for a coming tender. The Danish National Police and other buyers will also be able to buy medals etc. on the coming Framework Agreement. DALO will be the contracting authority on behalf of DALO, the Danish National Police and other buyers. Medals and accessories are awarded to both military personnel and civilians as recognition for their achievements and/or for their excellent service record. A medal usually consists of a metal disc featuring a die-struck design on both sides and a ribbon or loop attached to the metal disc. The medals shall be used on the uniforms, during (military) service, for parades, ceremony events, etc. The accessories for medals are as following, but differs according to needs for the buyer: Medal Boxes Miniature Oak Leafs and miniature Arabic Numbers that can be attached to the medal ribbon Ribbon Bars Medal Holder Medals and accessories shall be produces in accordance with the buyer's technical requirements and drawings. The technical requirement(s) stipulates the use of precious metal in the form of e.g. 999 fine silver and 24-carat gold plating. The supplier shall enter into a lending contract governing its use of the buyer’s production tools. The buyer shall be entitled to order the production of new production tools. The Agreement shall also cover design of new medals.

  • DALO will calculate an evaluation price for each offer. The evaluation price will be calculated as the total price of the amounts of each product. See more in the tender documents.
  • There will be given grades for the two quality sub-sub-criteria: Test of finishing quality (50%) and test of material quality (50%) based on a test of the test specimens delivered as part of the tender. See more in the tender documents.

Beskrivelser af krav til deltagelse

  • The candidate shall fulfil the following minimum requirement: The candidate must have had positive equity in the latest financial year available. The candidate and other entities, if any, must state the equity as a key figure in the ESPD. If the candidate is composed of a group of entities (e.g. consortium), including temporary joint ventures, each participating entity must have had positive equity in the last financial year available. If the candidate relies on the economic and financial standing of an entity or entities (e.g. a parent or sister company or a subcontractor), each such entity or entities must have had positive equity in the last financial year available. Upon request from DALO, the candidate must submit the following documentation: Annual report or excerpts thereof stating the candidate’s equity at the end of the last financial year available if publication of annual reports is required under the law of the country in which the candidate is established, and the information can be deduced from such an annual report. If not, the equity must be documented by a self-declaration from the candidate. Where groups of entities (e.g. consortiums), including temporary joint ventures, participate jointly in the tender procedure, the documentation must be provided for each of the participating entities. If the candidate relies on the economic and financial standing of another entity or other entities (e.g. a parent or sister company or a subcontractor), the documentation must also be provided for each such entity or entities.
  • The selection of candidates will be based on an evaluation of which candidates have documented the most relevant previous deliveries in relation to the current agreement/procurement described in this contract notice. The candidate must use the European Single Procurement Document (ESPD) and provide the following information: A list of maximum 5 most important similar deliveries (references) carried out prior to the deadline for the request to participate. In the evaluation, DALO will take into account the nature of the previous deliveries and the time of delivery so that more recent deliveries will be deemed more relevant than older deliveries. Furthermore, DALO will take into account that the Candidates demonstrate experience with (1) massive silver materials and gold plating, and (2) hallmark stamped products (in Danish: holdighedsstempel) or similar processes. In relation to material (no. 1 above) silver 999 and 24 carat gold plating will be deemed more relevant than working with other materials (e.g. silver 925). The evaluation will be an overall assessment of the submitted references. The evaluation will be based on the list submitted by the Candidates in the European Single Procurement Document (ESPD). Please note that any ambiguities and/or incomprehensibilities in the information submitted may be regarded negatively in the evaluation when selecting the limited numbers of Candidates. The list of previous deliveries should preferably include a short description of each delivery. The description should include a clear indication of which specific parts of the deliveries that are similar to the supplies as described in this Contract Notice. The description should also include a description of the Candidates participation/role in the performance of the deliveries. The description should contain information on the date of the deliveries, the size/materials/quantity/volume and value of the deliveries, the recipients of the deliveries (specific names/countries are preferred, but not necessary, the Candidate is asked to provide as much generic information as possible). Please also indicate which materials the deliveries include, for example silver 925, silver 999 and/or 24 carat gold and also include, if the products have been hallmark stamped (in Danish: holdighedsstemplet) or stamped pursuant to similar processes. When specifying the date for the deliveries, the Candidate should state the date of commencement and completion. If this is not possible, e.g. because the delivery in question is performed on an ongoing basis according to a framework agreement, the description of the deliveries should nonetheless contain information on how the date is set. Only the deliveries (references) performed at the time of the deadline for the request to participate will be considered when assessing which candidate has documented the most relevant previous deliveries. If the delivery in question is ongoing, it is only the part of the supplies completed at the time of the deadline for the request to participate which will be included in the assessment of the delivery (reference). Consequently, if a part of the supplies has not been completed at the time of the deadline for the request to participate, this particular part will not be included in the assessment of the delivery (reference). Therefore, it is important that the Candidate clearly states which part of an ongoing delivery (reference) that has been carried out. A Candidate may rely on the technical and professional capacity of other entities (e.g. a parent or sister company or a sub supplier), irrespective of the legal nature of the relations between the Candidate and the entity or entities on which the Candidate relies. In this case, the Candidate shall ensure that an ESPD from the entity or entities on which the Candidate relies is submitted along with the Candidates own ESPD. The entity or entities’ ESPD must equally provide the information listed above. However, no more than 5 references may be stated, irrespective of whether the candidate is a single operator, whether the candidate relies on the technical capacity of other entities, or is a group of operators (e.g., a consortium). Where more than 5 references are stated, only the most recent 5 references will be taken into account. Any additional references will be disregarded. If it is not possible to decide which references are the most recent 5 references, the references will be selected by drawing lots. The Candidate will not be required to present further documentation for the technical and professional capacity (i.e. the information stated in the ESPD is considered sufficient). However, DALO reserves the right to contact the Candidate and/or the recipients of the deliveries in order to verify the information stated in Part IV, section C in the ESPD, including details on the specified dates of the performance of the deliveries.
