Danish Ministry of Defence Acquisition and Logistics Organisation (Hereafter "DALO") intends to enter into a Framework Agreement regarding military backpacks and pouches. The Framework Agreement is divided into 2 lots. Tenderers may choose to submit offers regarding either or both lots. With regards to Lot 1 (Military Backpacks): The Danish soldier and emergency personnel will use the backpacks for educational, tactical and operational tasks, both nationally and internationally. The Danish soldiers work in different environments regarding weather and climates, and the backpacks must be functional and durable throughout the change of weather. The backpacks will be used intensively for long periods of time, and will be carried physically by soldiers or loaded on vehicles. The backpacks must endure being dragged over uneven surfaces, being transported over water and get thrown with a heavy load from or onto vehicles. With regards to Lot 2 (Pouches): The Danish soldiers and emergency personnel use a variety of different pouches that have specific functions regarding the equipment and items they contain. The pouches will be mixed and matched depending on the task or mission. The soldiers and the emergency personnel will attach the pouches to their backpacks and the body armor for customization, for extra volume and easy accessibility. The variety of items that require a dedicated pouch varies from medical equipment, magazines for different types of firearms, grenades, tools, binoculars and more. The Danish soldier’s works in different kinds of weather and climates, and each pouch must be functional and durable throughout the change of weather. The pouches will be used intensively for long periods, and will be transported by foot and on vehicles. While being attached to a backpack the pouches must endure being dragged over uneven surfaces, being transported over water and get thrown from or onto vehicles, containing a heavy load. - The award criterion is "the most economically advantageous tender". The criteria representing the most economically advantageous tender will be further described in the tender documents.
- Quality is evaluated based on tests performed by DALO as further described in the tender documents.
Beskrivelser af krav til deltagelse
- Equity Ratio (Minimum requirement) The candidate's equity ratio (calculated by dividing the candidate’s equity with the candidate’s total assets (equity/total assets x 100) at the end of the last 2 financial years available. The candidate must have had an average equity ratio of at least 30 per cent over the last 2 financial years available. If the candidate is composed of a group of entities (e.g. consortium), including temporary joint ventures, the equity ratio will be calculated by dividing the sum of the equities of all participants with the sum of the total assets of all participants (the sum of equities/the sum of total assets x 100) in each of the last 2 financial years available, and then calculating the average between the 2 years. If the candidate relies on the economic and financial standing of an entity or entities (e.g. a parent or sister company or a subcontractor), the equity ratio will be calculated by dividing the sum of the candidate’s and the entity’s/entities’ equity with the sum of the candidate’s and the entity’s/entities’ total assets (the sum of equities/the sum of total assets x 100) in each of the last 2 financial years available, and then calculating the average hereof. The request to participate must include the following: A statement of the candidate’s equity ratio at the end of the last 2 financial years available. Where groups of entities (e.g. consortiums), including temporary joint ventures, participate jointly in the tender procedure, the information must be provided for each of the participating entities. If the candidate relies on the economic and financial standing of another entity or other entities (e.g. a parent or sister company or a subcontractor), the information must also be provided for each such entity or entities.
- Technical and professional ability (Criteria used for the selection among the suitable candidates) The request to participate must include the most important similar deliveries (references), see section "Object", carried out prior to the deadline for request to participate. The list must contain a maximum of 3 previous deliveries (references) for each lot the application concerns, irrespective of whether the candidate is one entity, composed of a group of entities (e.g. a consortium), including temporary joint ventures, or relies on the technical and professional capacity of other entities. If the list contains more than 3 references, DALO will only consider the first 3 deliveries on the list. Deliveries beyond that will not be considered. All references shall therefore be numbered by the candidate, to indicate which is the 1st, 2nd and 3rd references etc. The description should contain information on the similarities between the reference and this procurement, (See section "Object of this notice), the design procedures of the reference, the date of the deliveries, the size of the deliveries, the recipients of the deliveries (specific names/countries are preferred, but not necessary; if no country-specific information is included, the candidate is asked to provide as much generic information as possible about the delivery). When specifying the date for the deliveries, the candidate should state the date of commencement and completion. If this is not possible, for example if the delivery in question was performed on an ongoing basis under a framework agreement, licence agreement, etc., it should be stated in the description of the delivery how the date is specified. Only the deliveries (references) performed at the time of the deadline for the request to participate will be considered when assessing which candidate has documented the most relevant previous deliveries, see section "Object". If the delivery in question is ongoing, it is only the part of the delivery completed at the time of the deadline for submission of request to participate which will be included in the assessment of the delivery (reference). Consequently, if a part of the delivery has not been completed at the time of the deadline for submission of request to participate, this particular part will not be included in the assessment of the delivery (reference). Therefore, it is important that the candidate clearly states which part (e.g. with regard to size etc.) of an ongoing delivery (reference) that has been carried out. The selection of candidates will be based on an evaluation of which candidates have documented the most relevant previous deliveries in relation to the agreement/procurement described in section "Object". In the evaluation, the nature of the previous deliveries will be taken into account. The evaluation will be based on the list of references submitted by the candidates, see above. Please note that if the information submitted is unclear or unintelligible, this may be regarded negatively In the selection process. In the evaluation of the references, DALO will take the following into account, in particular: 1) How similar the products covered by the reference are to the products described in section "Object" of this notice - It is considered especially positive, if the reference covers all product types described in the contract notice. The references shall only be military backpacks when applying for Lot 1, and Pouches for military use when applying for Lot 2. 2) The design work carried out with regards to the delivery - It is considered positive, if the reference contains products that have been designed to meet customer needs. The degree and volume of design and customization is regarded as especially positive, and should be described in as much detail as possible, 3) The date of the delivery – It is considered positive, the more recent the reference is, 4) The size of the delivery - It is considered positive, the bigger the sieze/quantity/volume of the submitted reference is, 5) The recipient of the delivery - It is considered positive, if the reference concerns deliveries to militaries within NATO countries or NATO allied countries. “Similar delivery” means a delivery which contains as many identical aspects in regards to the above list of characteristics and section "Object" of the notice.
- Quality Management Systems (Minimum requirement) The candidates are required to have a quality management system in accordance to a ISO 9001 certification or equivalent. Documentation / description of the candidates management system shall be submittet as part of the prequalification.
- Environmental Management System (Minimum requirement) The candidates are required to have an environmental management system in accordance to a ISO 14001 certification or equivalent. Documentation / description of the candidates management system shall be submittet as part of the prequalification.
- Description of resources, technical capacity, know-how, and supply sources available to support security of supply. The purpose of the description is to enable DALO to assess the candidate’s technical and professional capacity in relation to security of supply cf. the Prequalification questionnaire and TEMPLATE 6. When evaluating the description, DALO will take the following into account: • The robustness and resilience of the candidate’s supply structure. • Limited dependency on high-risk jurisdictions, suppliers, or transport routes. • The extent to which the candidate has established measures to mitigate potential export restrictions or similar regulatory barriers. • The credibility and maturity of the organizational and technical arrangements supporting continuity of supply. The evaluation will be based on how relevant the description is, to ensure less supply risk when the Agreement has been awarded.
