Consultant to assist the Mogadishu Representative Office (MRO) in the design and roll-out of a Monitoring and Evaluation (M&E) framework in Somalia

The assignment concerns the procurement of a consultant to provide support to the Mogadishu Representative Office (MRO) in the design and roll-out of a monitoring and evaluation framework for the implementation of the new Denmark-Somalia Bilateral Development Programme (SBDP). The SBDP covers the five-year period of 2024 – 2028 and has a total budget frame of DKK 1,100 million and 8 different engagements with the World Bank, UN agencies and two INGOs. It forms part of the wider and long-standing Danish engagement and presence in Somalia. In a fragile context like Somalia, environments are dynamic and unpredictable, with limited access, scarce resources, and safety concerns often complicating data collection. It is important to design a system, which take these complexities into account The purpose of this assignment will be to assist the MRO in the design of a MEAL framework for the SBDP 2024-2028. More specifically, the support from the consultant will include: 1) provide guidance and support to design a framework for the monitoring of the total programme and individual projects including risk management in a highly fragile context with limited access for partners on the ground, 2) the methodology and approach, i.e. how will the monitoring system address challenges related to (poor) data collection, unpredictability, and lack of accountability, 3) validation and refinement of result frameworks, and 4) the design and completion of a portfolio-wide baseline and end line survey. The assignment is expected to run from September 2025 - December 2027. The estimated budget and level of effort will correspond to two travels to Somalia/Kenya per year of implementation, i.e. at least four times total. The total budget for the assignment must not exceed DKK 950,000.
