Background Ukraine has established a comprehensive anti-corruption institutional framework, including the NACP, NABU, SAPO, and HACC, which are central to ensuring accountability, prevention, and integrity in public governance. At the same time, Ukraine continues to advance anti-corruption reforms in the context of EU accession. Key priorities are outlined in the Rule of Law Roadmap, EU accession benchmarks for Chapters 23 and 24, and the “10-step plan” by Commissioner Kos and Deputy Prime Minister Kachka. These reforms combine legislative, institutional, and policy measures, as well as capacity building. In this context, EUACI provides technical support to national partners and seeks to engage a highly qualified Anti-Corruption Legal and Policy Implementation Expert to support reform implementation through legal analysis, drafting, and institutional support. Objective The objective is to provide high-quality, timely legal and policy advice across a broad range of anti-corruption issues. Scope of Work The Consultant will provide analytical and technical support in the implementation of anti-corruption reforms, including: (a) Legal analysis and drafting of anti-corruption legislation and by-laws, alignment with EU acquis, OECD and GRECO standards, and identification of implementation gaps; (b) Development and improvement of institutional policies, procedures, and operational tools, including guidelines and standard operating procedures; (c) Support to implementation of reform commitments under EU integration processes and international obligations, including preparation of analytical materials and policy briefs; (d) Legal and policy support to specialised anti-corruption institutions, including strengthening governance, accountability, and institutional frameworks; (e) Provision of ad hoc analytical and legal support, including contributions to reform assessments and expert opinions. Deliverables Outputs may include analytical reports, legal opinions, policy briefs, legislative proposals, and methodological tools. The Consultant may also deliver presentations, trainings, and workshops. Deliverables will be prepared in English and Ukrainian and coordinated with EUACI. The Consultant will work closely with EUACI and national partners, including the Parliamentary Committee on Anti-Corruption Policy, the Office of the Deputy Prime Minister for European Integration, HACC, NABU, and SAPO, using materials provided by EUACI and beneficiaries. Qualifications The Consultant should hold a Master’s degree in law or a related field and have at least 10 years of relevant experience in anti-corruption reforms, legal analysis, or policy development. Required qualifications include strong knowledge of Ukrainian reform processes, EU standards, and legal drafting skills, as well as excellent analytical and communication abilities. Experience in Ukraine and fluency in English and Ukrainian are mandatory. Award Criteria Selection will be based on quality (80%) and price (20%). Quality includes general qualifications (30%), adequacy based on sample deliverables (50%), and regional and language experience (20%). Timing and Budget The assignment is expected to run for up to 10 months, starting in June 2026, with a maximum budget of EUR 50,000 (DKK 373,562). A framework contract will be used, with assignments defined based on EUACI needs. Tender Procedure The tenderers are expected to submit their interest, after which they will be invited to fill out the official forms to prove their suitability and to declare the statement of joint participation (if relevant). If eligibility for participating in tender is proved, tenderers will be invited to provide the following documents within official templates: - CV in English of a tenderer; - Budget (with identifying a daily / hourly rate); Besides, - registration documents certifying the status of a tenderer (both for individuals and legal entities), - at least one sample of an English and Ukrainian text recently drafted by the tenderer, - 2 referees' contact details. will have to be submitted. All documents shall be submitted in English (except Ukrainian sample of recently drafted text), failure to do so will result in the exclusion of a tender. Tenders cannot be considered if: - submitted in a language other than English (except Ukrainian sample of recently drafted text), or - sent to an e-mail account or address not mentioned in the official announcement, or - missing any of the documents listed above, or - submitted after a deadline. A successful tenderer will be informed about being selected. The respective long-term contract will be signed by the EUACI and an expert.
