Description
The Mykolaiv City Council is committed to upholding the principles of transparency, openness, and accountability in its operations.
The current site has not been updated in nine years. It looks outdated, difficult to navigate, and does not provide information to residents in a clear or accessible way. It also does not meet accessibility standards for people with visual impairments and is not user adapted for mobile devices.
The Mykolaiv City Council is launching the second stage of its web portal renewal project. The first stage — UX/UI design — has been completed. All design prototypes, graphic assets, style guides, and user interface specifications have been developed and will be provided to the selected contractor.
Objective
The European Union Anti-Corruption Initiative (EUACI) is seeking a contractor to provide the full development and deployment of the city’s new official website based on the approved UX/UI designs.

Expected Deliverables
- Fully developed and responsive website, compliant with functional and technical requirements with content migration (approximately 310 GB)
- Completed testing and quality assurance report.
- User and administrator instructions/manuals.
- Training for city council staff
- Official launch of the Mykolaiv City Council website.
- Warranty and technical support for 12 months after commissioning (the contractor shall provide a guarantee letter confirming its obligations regarding the support period).
Qualifications and Competence
It is envisaged that the assignment will be implemented by a team of experts familiar with the context and experienced with similar assignments.
Timing and Budget
The tentative start date is June 2026. All activities envisaged under this contract shall be completed with a total duration of up to 9 months (excluding the technical support period after deployment).
The maximum budget for the assignment all included may not exceed EUR 68,800 (approx. 513,936 DKK). The expenses should also include audit costs for the contractor.
