Description The Afghanistan Region of Origin (ROI) programme is Denmark’s response to the protracted Afghani displacement crisis. The Programme runs over a period of three years (2024-2027) with a total budget of DKK 205 million. The overall objective of the programme is to strengthen resilience and self-reliance of Afghan refugees, returnees and their host communities. The programme covers Afghanistan, Pakistan and Iran and has an overall Humanitarian-Development-Peace (HDP) nexus approach. In line with the Danida Aid Management Guidelines (AMG), a midterm review (MTR) led by the Department of Evaluation, Learning and Quality (LÆRING) will be conducted. The purpose of the MTR is to provide an impartial assessment of the overall performance of the programme, and to inform about needed adjustments for the remaining period of the programme and possible upcoming programming. The Ministry of Foreign Affairs of Denmark’s is seeking consultancy services to support LÆRING in the implementation of the MTR, including documentary review, field missions, interviews and the production of the MTR outputs. Two experts are sought, including a financial management expert. The MTR is expected to be implemented in the period August and September, with the finalisation of reporting in October 2026. This will include a field visit (planned for Pakistan, and possibly Afghanistan) in early September.
