Contract on evaluation of Árnason report Knowledge that works in practise: Strengthening Nordic co-operation in the social field

OBJECTIVEThrough this assignment, the contracting authority seeks to generate a comprehensive evaluation of the measures implemented as a result of the Árnason Report. Moreover, the contracting authority seeks to identify areas set out in the Árnason Report where Nordic cooperation could be further strengthened, areas that may not need prioritization, and/or other areas beyond those proposed that would be relevant to focus on in the future.In this context, changes that have occurred in the external environment since the publication of the report in 2018 should be identified, and it should be assessed whether those changes necessitate a reprioritization of the areas of cooperation. The investigation should examine whether new needs have emerged that ought to be considered during the ongoing collaboration period according to the Nordic Co-operation Programme for Health and Social Affairs 2025-2030, or during coming collaboration periods.It is also essential to highlight areas that have become less prioritized while identifying potential areas of cooperation that require greater attention due to changes in the external environment.The overall objective is to further develop Nordic cooperation in the social sector by building on the work carried out in the making of the Árnason Report and the follow-up thereof, in light of the goals set out in the Nordic Co-operation Programme for Health and Social Affairs 2025-2030. The evaluators' conclusions and recommendations that are deemed relevant could be used as input for the revision of the Co-operation programme and its work plan during the ongoing period, and as input for the drafting of future Co-operation programs.LANGUAGEThe tender offer with all documents including any appendices to the solution description, must be submitted in English, Danish, Norwegian or Swedish language.ECONOMYThe contracting authority has set a maximum price for the contract of DKK 600,000 excl. VAT. If the tender’s price is higher than this amount, the tender will be considered unconditional and will not be considered.
