Danish Ukrainian Strategic Sector Cooperation UASSC 2026 - Ukranian approximation to EU acquis

The objective of this consultancy is to provide expert support to advance Ukraine’s alignment with EU environmental regulation. The consultancy will focus on drafting, revising, and coordinating regulatory instruments, ensuring practical implementation of environmental standards, emissions and discharges controls, water management, and SME-specific regulatory frameworks. The work supports formal transposition, and future monitoring, and enforcement capacity, and facilitates interagency consensus and legal-approval processes.Specific objectives and task description:A. Develop - draft regulations and/or guidelines on environmental standards /emissions and discharges, implementation of integrated environmental permit according to the EU Industrial Emissions Directive,  B. Develop commented documents and/or drafts elaborated and/or discussed by UA DK Industrial Emission expert group, if requested by the Ministry of Economy, SAWR or DEPA;C. Processed comments received during interagency consent, negotiation support and/or legal acts approval procedure.D. Optional deliverables The contract further includes optional deliverables for:- Draft control regulations and/or guidelines on pollution control and monitoring of water quality and water usage, draft environmental regulations and standards for small and medium companies as well as - Draft regulations and/or guidelines on reporting/monitoring of compliance for small and medium utility, if any, as elaborated for/by and/or discussed by UA DK Industrial Emission and water resources working group; Upon satisfactory completion of the task, the DEPA will inform on development of optional deliveries. Final delivery of  the deliverables are to be provided in Ukrainian - the language they were elaborated for.
