Mid-term review of the “Inclusive refugee response programme” in Kenya, 2023-2026

BACKGROUND: The Ministry of Foreign Affairs seeks to undertake a Mid-Term Review (MTR) of the “Inclusive refugee response programme” (IRRP) in Kenya, 2023-2026, including an assessment of possibilities to top up with extra funding to existing engagements. The overall objective of the programme is to strengthen the capacity of local government structures in adopting an inclusive service delivery model that serves both the refugee and host populations in refugee hosting areas. The programme is a 3-year pilot initiative and part of an alliance of partners working and supporting activities in the refugee hosting areas in Kenya. The IRRP is implemented in close coordination with the Government of Kenya and in alignment with three philanthropic foundations (the Alliance model). OBJECTIVE The objective of this assignment will be to assess the programme as well as the Alliance model in terms of progress and performance. This will include an assessment of relevance, coherence, effectiveness including whether the programme is on track to achieve the defined outcomes, efficiency, developments in risk factors, governance and management set-up including of the Alliance model and possible need for adjustments. METHOD & OUTPUTS: The MTR will be conducted based on a desk review of documents and initial interviews followed by a mission to Kenya including Turkana. The final methods/approach will be discussed within the team and with the Danish Embassy in Nairobi at a kick off meeting before the mission. The MTR team is expected to provide the following outputs: 1) A Mission Preparation Note outlining the main issues of concern and methods of the MTR. 2) A draft and final MTR Report with key findings and recommendations. TIMEFRAME: The MTR is expected to start 22 April 2022, and conclude by 27 June 2025. The mission to Kenya will take place 12-23 May 2025. CONSULTANTS: Two international and one national expert are required for this assignment. Expert 1 should be an expert in institutional capacity building, local governance and refugees. Expert 1 should also be coordinator for the external consultants. Expert 2 should be an expert in programme and financial management. Expert 3 (national) should be an expert in local governance. All consultants are expected to have very good working knowledge of the English languages and experience in the region. The MTR team will be led by a chief advisor from the LEARNING department in the MFA. BUDGET: The budget maximum is DKK 800,000.00 net of VAT.
