Service Provider for Conducting a Series of Trainings on Operative Work and Informant Recruitment for Detectives of the National Anti-Corruption Bureau of Ukraine

The objective of the assignment is to deliver a full-cycle training programme that develops the knowledge, practical skills, and behavioural readiness of a minimum 50 NABU detectives in the areas of intelligence fundamentals and informant recruitment. The training must cover, at a minimum, the following topics: 1. Operative and Intelligence Work 2. Psychological Aspects of Operative Work and Recruitment Scope of work • Developing a training programme aligned with international best practises, Ukrainian legal and operational context for a minimum of 50 detectives. • Delivering classroom-based and field simulation exercises • Managing all logistics (venue, travel, catering, interpretation, materials, etc.) • Engaging qualified experts, including an operative and a behavioural specialist • Providing training materials and a final report, including pre- and post-assessments All trainings will be delivered in person in Ukraine, in Ukrainian or with simultaneous interpretation. Methodology The assignment shall be implemented by a team of experts who are familiar with the Ukrainian context and have proven experience with similar training assignments. The Service Provider shall propose a coherent and feasible methodological approach that ensures the assignment is implemented efficiently and in a results-oriented manner. The Service Provider’s team is expected to comprise at least the following profiles: 1. Project Manager / Team Leader 2. Senior operative or law enforcement expert 3. Psychologist or behavioural expert Estimated budget The total contract value shall not exceed EUR 120,000 approximately equivalent to DKK 894,000. This amount is inclusive of all costs associated with the assignment, including: trainer’s fees; logistical arrangements (travel, accommodation, venue, catering, interpretation, training materials, etc.); and administrative and coordination expenses.
