Background
The Norwegian Defence Estates Agency (NDEA) - on behalf of the Ministry of Defence Norway - intends to issue an invitation to submit tender for contracts under the rules and procedures for National Competitive Bidding Plus (NCB+), as defined by the NATO Security Investment Programme (NSIP).
The contract to be established is of a Civil Works nature. With this notification document, NDEA would like to ensure that eligible firms from any NATO member nation are informed and invited to participate in the competition.
The scope of the project covers restoration of an existing office building (E-block) that was built in 1994. This building has only undergone minor upgrades up until today. The project consists of reconstruction works/upgrades where needed in the entire building. The works include restoration of technical installations, existing office spaces of all 4 levels of the building. Total size is approximately 1 800 m².
With this Notification of Intent, (NOI), NDEA aims to ensure that eligible firms from any NATO member nation are informed and invited to participate in the upcoming competition.
Interested firms will be subject to a pre-qualification process. Only pre-qualified firms will receive the invitation for tender documents and are qualified to submit a bid.
NDEA intends to invite between 3 and 5 (number) suppliers to submit tenders, provided that a sufficient number of qualified suppliers come forward, in accordance with Norwegian procurement procedures. If the number of qualified suppliers exceeds the limit set by NDEA, we will select the suppliers who best
meet the requirements for technical and professional qualifications.
NDEA is not obliged to select the maximum number of suppliers. The number of suppliers within the specified range may be limited based on a fair and objective assessment, in accordance with Norwegian procurement procedures.
The pre-qualification process used for this project will be based upon standard national qualification requirements which will include the following:
• The firm must have solid experience from assignments that are relevant for the type of works requested. A firm requesting to be prequalified should include in the request a list of projects carried out during the past five years, providing a description of the projects so that the Norwegian Defence Estates Agency can assess their transferability to this contract. The list should not consist of more than 10 reference projects. Contractor must document experience in NS 8405 contracts, and the use of NS 3420 engineering descriptions.
• The firm’s construction manager and project manager must have experience from
assignments that are transferable to this contract. CVs of the construction manager and project manager should be included in the request. A List of reference projects should also be included providing a description of the projects and the roles these individuals held in the previous projects, so that the Norwegian Defence Estates Agency can assess the projects’ transferability to this contract.
• The selected firm will be required to establish an on-site presence during the execution of the project manned with project management staff in order to monitor and management the project on a daily basis.
Contract arrangement - Contract no C05861 - Reconstruction/Restoration – E-block - Joint Warfare Centre
One main contract will be established. The successful bidder will be required to establish sub-contracts as required. The estimated contract value is EURO 4 500 000 excluding VAT.
The tender documents and resulting contract will be in the Norwegian language.
Pre-qualified firms will receive the tender documents during Q4/2025 with tentative contract signature during Q1/2026. Estimated date of completion is Q1/2027.
Pre-qualification Process
Firms that wish to pre-qualify for this project must show their interest by submitting a formal request to the Point of Contact (POC) identified below describing how the pre-qualification requirements are met no later than 31 October 2025, at 12:00 Central European Time. In order to clarify any issues related to the pre-qualification process early engagement with the POC identified below is encouraged.
Security Aspects
The invitation to tender documents to be issued to pre-qualified firms will be unclassified. However, drawings of the facility are classified NATO RESTRICTED, and bidding firms will only be given access to these drawings by visiting NDEA’s facility in Stavanger, Norway upon prior arrangement. It is assumed that access to the drawings will be required in order to produce a bid. Key contractor personnel, who will require access to the construction site, must have a valid NATO Security clearance of NATO SECRET.
Other contractor personnel which will work at the site, must be able to be authorised to handle information up to and including NATO RESTRICTED.
