SUBJECT: Notice of Intent for the Procurement of the Construction Works and Associated Services 3 (CWAS3) Framework Location: MOD Estate and Other Locations in the United Kingdom Contract ID: RM6320 Commercial Point of Contact: Mark McGivern 1. Defence Infrastructure Organisation (DIO), United Kingdom Ministry of Defence (MOD), hereby provides notification of an upcoming framework being procured by the UK Crown Commercial Services which MOD are intending to utilise for delivery of future projects across the MOD estate in the United Kingdom. With this notification document, MOD would like to ensure that eligible firms from any NATO member nation are informed and invited to participate in the competition. 2. Intended Scope. The purpose of this framework is to provide an execution method for a broad range of construction and building work, civil and structural engineering, repair and maintenance services, real estate services, architectural, construction, engineering and inspection services, modular and portable buildings and demolition, site preparation and clearance work. 3. Background. Crown Commercial Services are procuring CWAS 3 as a multi-lot framework for use by any UK public sector organisations for in-scope procurements. CWAS 3 is currently valued at £80Bn and is intended to have a term of 8 years. CWAS 3 is being procured under UK national procurement regulations as set out in the Procurement Act 2023. The procurement is being conducted as an Open Competition with no limitation on the number of suppliers that can compete to be selected for inclusion in any Lot/Sub-Lot. After award of CWAS 3 there will be no opportunity for further suppliers to join the framework. 4. CWAS 3 includes a Defence Lot developed for use by MOD. It is the Defence lot that MOD would utilise to deliver NSIP projects. Within the Defence Lot there will be several sub-lots (General Defence, Maritime, Airfields, Enhanced and USVF) and future projects will be procured as call-off contracts under the sub-lot chosen. Suppliers can bid for any or all of the sub-lots. It is intended that call-offs will be procured on a competitive basis with all suppliers on the sub-lot being able to compete for the call-off. On an exceptional basis there will also be the ability to sole-source award to a supplier on a sub-lot, subject to such an award being allowable under the restrictions of the Procurement Act 2023 on noncompetitive procurement and the NSIP Procurement Policy. 5. The UK will submit separate funding requests prior to conducting individual procurements under CWAS 3. These requests will note which of the Defence Lot sub-lots will be used and note which NATO procurement method applies. Subsequent awards under CWAS 3 will in general, dependent on the details in the individual requests, seek approval under the terms of either of the Pre-competed Award, Sole-Source or Pre-competed Infrastructure Bidding procurement methods. It may be the case that individual requests seek approval to exceed the threshold values stated in the Procurement Policy. In the event that procurement will be in years 5 to 8 of CWAS 3’s 8-year term, individual requests may also seek approval for this aspect too. 6. Time Factors: Based on the Procurement Schedule the Invitation To Tender will be issued in February or March 2026 with award of CWAS 3 intended to occur before the end of 2026. 7. CWAS 3 is open to participation of firms from NATO member states. Although it is noted that NCB+ is intended for individual procurements rather than the establishment of frameworks, the process for NCB+ is being followed in the establishment of CWAS 3. 8.
