"NOTIFICATION OF INTENT Regarding INVITATION FOR BID (IFB) NATO POL RESTORATION OF OSMANIYE TANK FARM-NARLI TANK FARM AND MALATYA TANK FARM-VELJPALAS PUMP STATION Ref: NATO Document AC/4-DS(2023)0025 dated 28 Nov 2023 1. The Ministry) of National Defence/Republic of Türkie (MoD) intends, in accordance with the reference document, to invite eligible to participate at National Competitive Bidding + (NCB+) for the implementation of works financed by NATO project 3PL I 9376-0 "NATO POL Restoration of Osmaniye Tank Farm-Narh Tank Farm and Malatya Tank Farm-Velipalas Pump Station". 2. An overview of the requirements is as follows: All the below items will be constructed according to NATO POL Facilities Criteria and Standards (AC/4-N(2017)0002-REVI ([NV) POL Criteria vb.), national/international POL facilities standards related legislations. The project encompasses restoration of pipeline damaged by earthquake. It is planned to: a. Construct a new pipeline with approximately 83 km length and 8" diameter between Osmaniye Tank Fam1 and Narh Tank Farm b. Construct a new pipeline with approximately 88 km length and 6'' diameter between Malatya Tank Farm and Velipalas Pump Station c. Location; Osmaniye - Narh (Kahramanmaras). Malatya - Velipalas (Elazig) 3. Method of Bidding: National Competitive Bidding + (NCB+) 4. Bidding Information: a. Companies from NATO member countries which are interested in participating in bidding be introduced by their National Delegations to NATO or Embassies in ANKARA through Ministry Foreign Affairs/Türkiye with the required Declaration of Eligibility document before the eligibility closing date. The Declaration of Eligibility document should be submitted using the NATO form, which is available on the document AC/4.))/2261, Annex V. Application for participation directly from the firms shall not be considered. b. It should be known that the technical, financial and professional decision regarding the candidate companies to be selected to participate in this tender has done or currently doing or has the capacity to do any of the POL Facilities (IAW National regulations such as; petrol and gas pipelines and networks, water conveyance lines, all of the integrated and complete industrial facilities and factories, petrol and gas manufacture facilities and platforms, petrol refinery and terminals, gas terminals, waste disposure facilities, waste operation facilities, flue gas treatment facilities, etc.) needs to be taken by the bidder’s country. At the stage of bidding; provisional guarantee (%3 of the bid price) shall be submitted, at the stage of contract; final guarantee (% 6 of the hid price) shall be submitted to the MoD TÜ. c. It is kindly requested that the list of approved companies, which are candidates for participation in this tender, be notified to the Ministry of National Defense not later than 1 February, 2026 (latest 18:00 local hours). The list to be notified should include the company’s name, telephone and fax number, e-mail address and the personal (POC) to be contacted.
