ETK offentliggør hermed Notification of Intent for nedenstående projekt på vegne af NATO. Det danske forsvar finansierer ikke projektet.
NOTIFICATION
of intention to call for bids in international competitive bidding (One Step Procedure) under AC/4-D/2261 (1996 Edition). Reference number: ICB/3/2025
1. The Republic of Poland intends to invite to an international competitive bidding (One Step Procedure), which will include the preparation of complete design and cost estimate documentation, execution of construction and assembly works at the military airbase Malbork in the “design and build" formula within the scope of NSIP (NATO Security Investment Programme), covering the following projects:
1) "Provide Ammunition Facilities";
2) "Provide Arm/Disarm Pad”;
3) "Provide Crash and Fire Station";
4) "Provide In-Transit Platform";
5) ''Provide Storage Hardstand";
The contract aims to deliver fully functional infrastructure implemented as part of the above-mentioned projects for use and operation.
2. The scope of the contract will include: development of the design documentation - building project, development of the technical and detailed design, trees and shrubs felling, execution of construction and assembly works, handing over the infrastructure for use and operation to the user.

9.Conditions to be met by Bidders;
1) Bidders must have a "Declaration of Eligibility" issued for this project by the government or other authorities designated for this purpose in Bidder country of origin, which signifies that the Bidder has the necessary technical, financial and professional competence, including ability to protect classified information to the level required by the project, i.c. full capability to protect information classified as POUFNE (or equivalent) and NATO RESTRICTED, including the ability to process information classified as POUFNE (or equivalent) and NATO RESTRICTED in its own accredited (security approved) Communication and information Systems (CIS), subject to the provision of section IJ of the Notification. The Declaration of Eligibility should confirm that the conditions for participation in the procedure, referred to in the previous sentence, are met on the date of eligibility being granted.
2) The Contracting Authority may carry out an additional check of the overall technical (references from previous projects} and financial credibility using a questionnaire, subject to the provision that a lack of reaction on the part of the automatic elimination of any such Bidder from the
tendering procedure, as well as a lack of response to any question or insufficient answers may lead to elimination. i.e. Invitation to submit a tender will not be extended to such Bidder.
10. Declarations of Eligibility including; company name, registered office, contact person, telephone and fax number, e-mail address, must be submitted to the Contracting Authority no later than 16th of March 2026.
11. Security classification of classified information:
Both at the stage of the tendering procedure and during the performance of the Contract, the Contracting Authority requires the Bidder (Contractor) to have the full ability to: protect information classified as POUFNE (or equivalent) and NATO RESTRICTED, including the capability to process such information in accredited (security approved) Communication and information Systems (CIS), which should be stated by relevant industrial security certificate and appropriate document confirming accreditation of the systems.
The Contracting Authority reserves the right to verify documents confirming compliance with the requirements for protecting classified information.
1) Each foreign Bidder is obligated to meet the requirements defined in the NATO documents: The main NATO security document: Security within the NATO – C-M(2002)49, Directive on the security of NATO classified information - AC/35-D/2002, The Management of Non-Classified NATO Information - C-M(2002)60 (11th July 2002), Directive on classified project and industrial security - AC/35-D/2003 and Primary directive on INFOSEC - AC/35-D/2004.
2) To confirm compliance with the requirements concerning the protection of classified information, the Contractor is obliged to attach to the application for the issuance of a Declaration of Eligibility.

The tendering procedure, except for the Declaration of Eligibility, will be conducted in Polish, also the Polish language shall be the contract's language.
It is emphasized that the tendering procedure may be cancelled without reimbursement of the Bidders’ costs and that the abovementioned dates may be changed.
