Notification of Intent
Establish Concrete Structure at Ramsund Naval Base,
Northern Norway
NSIP National Competitive Bidding Plus
Background
The Norwegian Defence Estates Agency (NDEA) - on behalf of the Ministry of Defence Norway - intends to issue an invitation to submit tender for a contract under the rules and procedures for National Competitive Bidding Plus (NCB+), as defined by the NATO Security Investment Programme (NSIP). The project will cover civil works at Ramsund Naval Base located in the northern region of Norway, near the city of Harstad. With this Notification of Intent, (NOI), the NDEA aims to ensure that eligible firms from any NATO member nation are informed of and invited to participate in the upcoming competition.
In accordance with the NATO rules and regulations, firms from any NATO member
nation may participate in the competition:
Albania, Belgium, Bulgaria, Canada, Croatia, Czechia, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Lithuania, Luxembourg, Montenegro, Netherlands, North Macedonia, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, Tu rkiye, United Kingdom, United States.
Contract Scope
The contract will include establishment of a new concrete structure with a volume of
approximately 1 000 m³. In addition, the contract will include reorganization of
infrastructure in the ground including removal of masses, restablishment of water pipes, sewage pipes, electricity cabling and blasting of existing rock. Asphalting work will also be included as part of the project.
The value of the contract is estimated at Euro 2 225 000 exclusive of VAT.
Contracting Arrangement
A pre-qualification process will be used for this contract. The process will be based upon standard national qualification requirements which will include the following:
• The firm must have solid experience from assignments that are relevant for the
type of works requested. A firm requesting to be pre-qualified should include in
the request a list of projects conducted during the past five years, providing a
description of the projects so that the Norwegian Defence Estates Agency can
assess their transferability to this contract. The list should not consist of more
than ten reference projects. The potential contractor must document experience
in conducting contracts using the NS 84051 format, and the use of NS 34201
engineering descriptions.
• The firm’s construction manager and project manager must have experience from
assignments that are transferable to this contract. CVs of the construction
manager and project manager should be included in the request. A List of
reference projects should also be included providing a description of the projects
and the roles these individuals held in the reference projects, so that the
Norwegian Defence Estates Agency can assess the projects’ transferability to this
contract.
• The selected firm will be required to establish an on-site presence during the
execution of the project manned with project management staff in order to
monitor and management the project on a daily basis.
The bidding documents and the resulting contract will be in Norwegian language.
Firms that wish to participate in the pre-qualification process and thereby qualify to
receive the Invitation for Bid documents (IFB), must declare their interest by contacting the Point of Contact (POC) listed below no later than 1 April 2026, at 12:00 Central European Time. All firms having requested to be pre-qualified will receive the result of the pre-qualification process.
Firms qualified through the pre-qualification process will receive the IFB directly from the POC.
Time Scheduling
The IFB documents are expected to be issued to pre-qualified firms in April 2026. The contract is planned to be signed during May 2026 with planned start of works in June 2026. Estimated date of completion is April 2027.
Security
The Invitation for Bid documentation will be unclassified; however, the bidder will need access to some drawings and associated information classified NATO RESTRICTED in order to complete a bid. Pre-qualified bidders will be granted access to this information by attending a bidders’ conference which will be scheduled after the IFB has been issued.
The contractor’s personnel must be authorised to handle information up to and
including NATO RESTRICTED. Further information regarding security requirements will be presented in the bidding documents.
In addition, contractor’s personnel must be able to be NATO Security cleared for NATO CONFIDENTIAL to access to the construction site if requested.
