In accordance with NATO National Competitive Bids Plus (NCB+) Procedure The Ministry of National Defence of France invites eligible companies to participate in a National Competitive Bidding Plus (NCB+) procedure for the implementation of works under the NSIP project ESID-26-034a039: Adaptation Works – Ammunition Depot – Air Base 126 Ventiseri (Department 2B), France 1. Purpose of the Notice of Intent The Defence Infrastructure Service (SID) of the French Ministry of the Armed Forces is launching a call for applications to identify individual companies or consortia to carry out adaptation works for the ammunition depot (DPMU) located at Air Base 126 (BA126) in Ventiseri, Solenzara (Department 2B). The project consists of converting the DPMU into a single depot and is divided into six separate lots: Lot 1: Earthworks / utilities (VRD) Lot 2: Structural works Lot 3: Electrical works Lot 4: Joinery Lot 5: Metal construction Lot 6: HVAC (climate engineering) This international NCB+ procedure will be published in the Official Journal of the European Union (https://ted.europa.eu/). Through this notice, SID requests NATO Member States to inform their eligible companies and invite them to submit bids in accordance with the tender documents to be published. 2. Scope of the Project The project consists of consolidating the current ammunition depot and its operational extension into a single facility compliant with applicable regulations, particularly regarding environmental and defence safety requirements. The objectives are: to increase storage capacity, to relocate living facilities away from risk zones, to make the depot available to allied forces operating at BA126. The project is carried out in five phases: Phase 0 (completed): preparatory works under a prior contract Phases 1–4: divided into contract tranches as follows: TF Phase 1: Construction of passive infrastructure (living building, access control post, handling equipment storage hangar), Lots 1–6 TO1 Phase 2: Clearing and demolition prior to active installations, Lots 1–2 TO2 Phase 3: Construction of active installations for the extension, Lots 1, 2, 3, 4, 6 TO3 Phase 4: Renovation of the existing depot, Lots 1–6 The phased approach reflects environmental constraints and the need to maintain operations on an occupied site. Further details: Phase 1 includes access construction and personnel facilities. Phase 2 includes site clearing, scheduled in winter due to ecological constraints. Phase 3 involves constructing the depot extension. Phase 4 concerns renovation of the existing depot. The estimated value of the works (September 2025 prices) is €41,200,000 excl. VAT, including: €3,355,000 for economic adjustments and €4,272,000 contingency provisions 3. Security This procedure is not classified. However: - Documents marked “Restricted Distribution” will be exchanged during the tender phase, - works will take place within a controlled military site, - all personnel must obtain security clearance and access permits issued after investigation by the French Ministry of the Armed Forces. All information provided during the tender process is confidential and must not be disclosed. 4. Selection Criteria Candidates will be assessed based on participation conditions, including verification of: professional capacity technical capacity financial capacity Detailed requirements will be specified in the contract notice (to be published in the OJEU) and in the tender documents. All submitted documentation must be in French only. 5. Award Criteria Tenders will be evaluated based on the following weighted criteria: Price: 70% Technical value: 20% Responsible procurement: 10% 6.
