Notification of Intent to Invite National Competitive Bidding Plus (NCB+) for the project in Latvia

GENERAL TERMS This document is the official announcement of the National Competitive Bidding Plus (NCB+) (hereinafter - Bidding procedure) for the project: “Design, construction and design supervision for two construction projects: Part No.1 “New building construction of the ‘NBS Aviation Base” building, Rembate Parish, Ogre Municipality,” Part No. 2 “New building construction of the building at Lāčplēša Street 1, Alūksne, Alūksne Municipality” (in a security crisis)" (hereinafter - Project) No.VAMOIC 2026/41, that will be implemented in Latvia. The subject of the Project is the development of two design projects, construction work, and design supervision: Part 1 of the Project: “New building construction of the ‘NBS Aviation Base’ building, Rembate Parish, Ogre Municipality”, Part 2 of the Project: “New building construction of a building at 1 Lāčplēša Street, Alūksne, Alūksne Municipality”. The bidder may submit only one bid variant for each part of the Project, but for the full scope of that part of the Project. National authorities are requested to timely inform potential bidders from their respective countries and submit the appropriate Declaration of Eligibility of the interested Bidders as per Annex V of NATO AC/4-D/2261 (1996 Edition) from national delegations to Latvian Delegation at NATO [email protected] The Bidding procedure will be conducted in single phase – the deadline for qualification documentation and offer submission is June 1st, 2026 till 10.00 (Latvia time zone) via electronic submission of a password/key-protected bid. On June 1st 2026, between 11.00 and 14.00, the bidder must submit a valid electronic password/key for opening the bid to the email address: [email protected]. The bids submitted after the deadline shall not be opened. NCB+ procedure is carried out according to Law on Procurements in the Field of Defence and Security. The right to conclude the contract will be awarded to the bidder who has submitted an offer meeting the requirements of the call for the Bidding procedure with the lowest price. The bid documentation and contract will be in Latvian. Translation of documents, certificates, etc., into Latvian must be provided for documents originally issued in foreign languages. All communication in Bidding procedure are in Latvian. BIDDERS PARTICIPATION Bidders eligible to participate in the bidding process are firms from NATO member states that have been designated as eligible by their respective national authorities to participate in the subject and who complies with all of the criteria listed below. The Bidder has previous experience in construction for the need of the defence sector of the Republic of Latvia over the past five years on contracts exceeding 1 000 000 EUR excluding Value Added Tax. These executed contracts has been evaluated by the Center with an average score of at least 7 out of 10, based on criteria such as the fulfillment of obligations by the deadline; quality of used materials, equipment; ability to promptly solve problem situations; ability to organize work in closed areas; ability to quickly eliminate construction defects; fulfillment of warranty obligations after handover of the object. The bidder's average annual (net) financial turnover over the previous 3 (three) years (i.e. from 2023. until the last day of the deadline for submission of application documents) is not less than 7 000 000 EUR (seven million euro). If the bidder was established later, the bidder's financial turnover must meet the above-mentioned requirement in the correspondingly shorter period. If the bidder has been established later and if the bidder has not closed any financial year, the applicant must submit an operating balance sheet. 3.5. The Bidder must submit a list of engineering and technical workers involved in the design and construction works, specifying for each part of procurement. Please see specifications in NOI. By the day of submission of the bid, the Bidder must be registered in the Register of Building Merchants of the Republic of Latvia in accordance with the procedures specified in the regulatory acts of the Republic of Latvia. The deadline for the design of the construction project and the completion of construction work for each Part of the Project is 30th December, 2027 (a design period of not more than 20 weeks) from the date the contract comes into force. PROJECT SUMMARY It is planned to design and construct one standard barracks building for the Alūksne MB, developing project documentation (at the TP (technical project) stage) with a standard barracks building solution for 540 persons, as well as ensuring compliance of separate work spaces with government regulations No. 822. Typical barracks building characteristics: • Size in plan ~95x20m • Number of above-ground floors - 4 • Number of underground floors - 0 • Construction area - 1934 m2 • Total area - 6887 m2 • Construction volume - 27649 m3 • Buildings 1st floor - warehouses • Buildings 2nd, 3rd, 4th floors - accommodation rooms, work shops • Construction group - III • Fire resistance level - U2a Internal engineering networks and systems required for the barracks building: water supply and sewage, fire water supply, power supply, heating, ventilation, electronic and data networks, cooling system, compressed air system, etc. External networks required for the facility: rainwater drainage networks and ditch system, fire water supply, potable water supply, domestic sewage, power supply, grounding, heating main connection, low-voltage system cable ducts, etc. The location of external networks in the territory is subordinate to the location of technical rooms in the typical building layout.
