The Ministry of Foreign Affairs of Denmark (MFA), represented by the Royal Danish Embassy (RDE) in Accra, Ghana (hereinafter referred to as the “Client”), intends to engage a Consultant to serve as grants manager for “Call for Proposals for Youth & Women, Peace and Security” (Y/WPS) (hereinafter ‘the Y/WPS call for proposals’) under Pillar 1 in the period 2026-2028 under the overall guidance of the Client and full compliance with the MFAs Aid Management Guidelines and the Ministry’s Financial Management Guidelines. The Y/WPS project will entail management of grant funds totaling DKK 67 million (the total allocation of DKK 74 million also includes the management fee to the Consultant) for projects with an implementation timeline of 12-24 months implemented in Benin, Burkina Faso, Côte d’Ivoire, Ghana, Togo, Mali, Niger and Nigeria across the following modalities: 1. Grass-roots grants (approximately DKK 500.000 – 1 million) expected up to 40 grants 2. INGO grants (approximately DKK 1 - 3 million) expected up to 10 grants 3. Regional initiatives (approximately DKK 3 – 5 million) up to 3 grants 4. Executive leadership programme on Y/WPS (approximately DKK 3 million) – 1 grantee. The purpose of having an external Consultant to serve as FUND Manager (Grants Management Unit) is to 1) Administratively manage the call for proposals process; 2) Facilitate the Steering Committees identification of grants receiving partners; 3) Contractually and administratively manage the grant allocation to and associated performance by identified partners; 4) Ensure quality controlled including MEAL of the grant receiving partners activities in line with PSP WA ToC and results framework; 5) Support grants receiving partners’ joint communication of results and advocacy messages in line with the PSP WA communication plan; 6) Organize annual partners conventions (with participation of grants receiving partners, RDE and other relevant stakeholders) in the years 2027 and 2028 respectively. The objective of the Agreement is to support the Client to deliver the ‘Call for Proposals for Youth & Women, Peace and Security-component of the Peace and Stabilization Programme for West Africa’ to contribute to stabilisation and peacebuilding in targeted border areas and geographies by strengthening capacities of youth and women via support to YPS and WPS-focused civil society projects. The role of the Consultant: • The Consultant will ensure independent grant administration; and proactive outreach and information dissemination to prospective grant recipients, including new and underrepresented actors. • The Consultant is expected to mitigate fiduciary risks, promote equitable partnerships, and ensure value for money through consolidated financial, monitoring, and grant support functions. • The Consultant will bring in sectoral expertise and transparent grant-making systems. • The Consultant will facilitate and strengthen capacity and learning across the portfolio via the annual partners’ convention events. • The Consultant facilitates the oversight of the Client of implementation of awarded grants and monitoring and reporting on results and outcomes. • The Consultant ensures and facilitates external communication of project results achieved, hereunder via formulation and implementation of a communication plan and production and dissemination of audio-visual products. • The Consultant facilitates the operations and decision-making processes by the SC (by organizing and ensuring necessary logistics for meetings and delivering timely and tailored information to support the decision-making processes). In performing the below tasks, the Consultant will deliver on the outcomes and associated detailed tasks outlined in section 5: • Manage the full grant cycles based on the project documents, including the application/call processes, with focus on efficient management, effectiveness, and accountability for funds and results. • Provide all administration of the funds including overall financial management and verification and approval of project workplans, budgets, and reports as well as disbursements to the actors which, depending on the case, is the sole grantee, or in case of partnerships, the appointed administrative partner. • Monitor achievement of results as defined in the Results Framework in the project documents, hereunder field based project monitoring and timely consolidated results reporting based on individual grantee reporting. • Provide outreach and communication to relevant actors, highlight positive lessons learned, and ensure sharing of relevant knowledge and information that generate interest and effective participation. • Provide relevant project and financial management support and guidance to actors/partners supported. • Provide overall quality assurance of projects supported. • Maintain full compliance with MFA AMG and FMG, ensuring high standards of financial management, procurement, anti-corruption, and risk mitigation. • Provide relevant information and data to the Client on concrete projects and overall status based on request and through half annual and yearly reporting and meetings.
