ETK offentliggør hermed Notification of Intent for nedenstående projekt på vegne af NATO. Det danske forsvar finansierer ikke projektet.
1. General Framework
The project “Capability Package 9A0995 – S.N. 3PL13005 – UPGRADE LA SPEZIA SEA TERMINAL” was initiated to address the deterioration of submarine pipelines and to bring into compliance the sole maritime point for the introduction and withdrawal of Jet A-1 fuel from the Northern Italy Pipeline System (N.I.P.S.), located on the east coast of La Spezia Gulf.
2. Description of the Works
The project involves the construction of a marine terminal through the development of a new pier to allow the berthing of two vessels and the loading/unloading of Jet A-1 fuel to be transferred into the Northern Italy Pipeline System (N.I.P.S.). The intervention area is located on the eastern coast of the Gulf of La Spezia, and the new infrastructure will enhance environmental protection, safeguard public safety during fuel loading and unloading operations, and increase the resilience of Italian Defence and Allied assets.
Main technical characteristics of the works:
- Structure: approximately 550 m long pier with a width of approximately 7 m, including vehicular and pedestrian sections, supported by steel piles with reinforced concrete caps.
- Capacity: design vessel up to 80,000 DWT (Deadweight Tonnage), currently limited
to 40,000 DWT due to seabed depth constraints.
- Systems: firefighting systems, electrical and mechanical systems, fuel transfer
pipelines, stormwater drainage systems, CCTV surveillance and access control
systems.
- Mooring and protective structures: mooring dolphins and protective structures to
ensure the safety of vessels and infrastructure.
3. Tender Procedures and Qualification Requirements
Participation in the tender for the execution of the works is open to companies from NATO member countries, in accordance with Italian legislation and NATO regulations. GENIODIFE shall select the economic operators for the execution of the contract pursuant to Article 139 of Legislative Decree No. 36/2023 (Italian Public Procurement Code), concerning contracts that are classified or subject to special security measures. Selection shall be based on criteria taking into account technical and economic capacity as well as technical and professional qualifications.
Contractors awarded the works shall execute the activities directly. Subcontracting is
permitted pursuant to Article 119 of the Legislative Decree No. 36/2023, within the limits indicated below.
Economic operators shall possess the qualification required for the execution of public works pursuant to Annex II.12 of the aforementioned Legislative Decree (Qualification system and requirements for public works contractors), and in particular shall hold the following qualifications in the relevant categories and classifications (OG = General Works, OS = Specialized Works – classification levels from I to VIII):
- OG 7 (Class VII) Maritime works and dredging works (subcontracting permitted up to 30%)
- OS 18-A (Class VII) Structural steel components (subcontracting permitted up to 30%)
- OG 11 (Class VI) Technological systems (subcontracting permitted up to 30%)
- OG 6 (Class VI) Oil pipelines – (works not subcontractable)
- OG 10 (Class III-B) High/medium voltage electrical systems (subcontracting permitted up to 50%)
In accordance to Article 3 of Annex II.12 of the Procurement Code, economic operators, established in other States (Article 69 of the Code), may qualify for the tender by providing documentation compliant with the regulations in force in their respective countries, suitable to demonstrate possession of all the requirements prescribed for the qualification and participation of Italian economic operators.
With regard to technical and professional requirements, economic operators shall
demonstrate experience in comparable complex maritime, infrastructure, and oil pipeline works, by providing a detailed description of the work performed (specifying, in particular, the contracting authority, the subject matter of the contract, the contract amount, and the duration). GENIODIFE reserves the right, should the number of potential bidders exceed five, and in consideration of not disclosing confidential information, to select economic operators, pursuant to Article 139 of Legislative Decree No. 36/2023, to be invited to the informal tender, by establishing a ranking list based on economic operators meeting the technical and professional capacity requirements of the primary category and the first separable category of the works to be awarded, and subsequently, if deemed necessary, the
additional separable categories of the works, and as a last resort, the total turnover reported over the last five years, as evidenced by official financial statements filed.
4. Security Aspects
Due to the sensitive nature of the works to be carried out, the technical documentation relating to the facilities is classified up to NATO SECRET level. Classified documentation may only be consulted at the GENIODIFE headquarters in Rome, Piazza della Marina 4, Rome (Italy), subject to prior appointment/arrangement. Key contractor personnel shall hold a valid NATO SECRET security clearance for access to the site and handling of classified information.
5. Indicative Schedule
- Deadline for pre-qualification: 30 June 2026 – 12:00 CET
- Invitation to Tender (ITT): 15 July 2026
- Contract Award: by the end of 2026
6. Pre-Qualification Procedure
Interested economic operators shall submit a formal request for pre-qualification to the designated Point of Contact (POC), providing evidence of compliance with the required qualifications, no later than 12:00 CET on 30 June 2026.
