Construction work in three objects on a land unit with cadastral designation 3278 012 0021 Seces parish, Aizkraukles municipality - Ministry of Defence of Republic of Latvia – The State Centre for Defence Military Sites and Procurement

The subject of the Project is the construction work in 3 objects in the following scope: - Construction work No.1- Construction of buildings and site improvement; - Construction work No.2- Construction of main roads and engineering networks, fence, and squares in the area; - Construction work No.3- Construction of main roads and engineering networks on the site. - The bidder may submit only one bid variant for the full scope of the Project. The Bidding procedure will be conducted in single phase – the deadline for qualification documentation and offer submission is June 29th, 2026 till 14.00 in the Secretariat of Centre, Ernestines street 34, Riga, LV-1083, Latvia. The right to conclude the contract will be awarded to the bidder who has submitted an offer meeting the requirements of the call for the Bidding procedure with the lowest price. The bid documentation and contract will be in Latvian. Project Summary: Construction of buildings and improvement of the territory No. 15, 1st phase, Seces parish, Aizkraukles district, cadastral number 3278 012 0021 1st phase – building with asphalted area and engineering network connections to the building. Construction of water supply, heat supply, sewage, storm sewer, electricity supply and electronic communication networks at the building. Water supply is planned from boreholes. Domestic sewage is planned to be discharged to wastewater treatment plants. Rain water from the roof and from the area is planned to be collected in storm sewers and discharged into the main storm sewer network. Electricity supply is planned from transformer substations. Heat supply from the boiler house. • Construction area of the designed buildings– 737.7m2 • Number of floors - 1 • Designated roads and squares – 7441 m2 • Building groups – I-II • Fire resistance level – U3 Territory improvement No. 16 It is planned to build a fence and gates around the perimeter of the entire building complex. Rainwater drainage networks for water drainage from the designed pavements, Street and square lighting, as well as power supply and electronic communication networks. • Access roads and areas - 53266 m2 • total length of the fence - 5051 m • Electricity supply and lighting - 16742 m • Construction group – I Territory improvement No. 17 This construction plan is planned to be implemented in one (1) construction phase. The construction plan solutions border and connect to the road solutions planned in the construction project BP16 “Territory improvement No. 16”. The construction project envisages the construction of user cable drainage in the territory • The planned length of access roads within the construction project - 721.69 m. • Asphalt concrete pavement roads to be constructed within the construction project - 4063 m² BIDDERS PARTICIPATION CRITERIA Bidders eligible to participate in the bidding process are firms from NATO member states that have been designated as eligible by their respective national authorities to participate in the subject bid in accordance with NATO PO(2025)0198 by submitting a "DECLARATION OF ELIGIBILITY", as referred in NATO AC/4-D(2025)0008, and who complies with all of the criteria listed below. Firm is not subject to the exclusion according to Article 44 of Law on Procurements in the Field of Defence and Security. Previous cooperation with the Centre on contracts exceeding 1 000 000 EUR excluding Value Added Tax over the past five years. These executed contracts has been evaluated by the Centre with an average score of at least 6 out of 10, based on criteria such as the fulfilment of obligations by the deadline; quality of used materials, equipment; ability to promptly solve problem situations; ability to organize work in closed areas; ability to quickly eliminate construction defects; fulfilment of warranty obligations after handover of the object. The bidder's average annual (net) financial turnover over the previous 4 (four) years (i.e. from 2022. until the last day of the deadline for submission of application documents) is not less than 8 000 000 EUR (eight million euro). If the bidder was established later, the bidder's financial turnover must meet the above-mentioned requirement in the correspondingly shorter period. If the bidder has been established later and if the bidder has not closed any financial year, the applicant must submit an operating balance sheet. The Bidder must submit a list of engineering workers involved in the construction. The responsible specialists of the bidder have appropriate construction practice certificates or, if the person obtained the relevant education and professional qualification abroad, a certificate of recognition of professional qualifications or permission from a competent institution to provide temporary professional services in the Republic of Latvia, or a declaration has been submitted to the recognition institution. The Bidder must submit a list of employees involved in the construction works appointed the responsible construction manager who must be certified in road construction management. By the day of submission of the offer, the Bidder must be registered in the Register of Building Merchants of the Republic of Latvia. DEADLINE The deadline for completion of Construction Work No. 1 (Construction of buildings and site improvement) and Construction Work No.3 (Construction of main roads and engineering networks on the site) is December 30, 2027, from the date of contract is signed. The deadline for completion of Construction Work No. 2 (Main roads and engineering networks, fence, and squares in the area) is March 1, 2027, from the date of contract is signed.
