Beskrivelse
MEC is planning for a major overhaul of the Allen steam turbine at the CHP plant in Maabjerg, Holstebro, Denmark. The unit is a 32 MW twin cylinder condensing turbine commissioned in 1992. To ensure reliable, safe, and efficient operation of the unit a major overhaul of the low-pressure turbine, the reduction gear and generator is needed. For a more thorough description of the Works included in this call for tender, please see the Technical Specification, Appendix 1. Included in this call for tender are also several optional deliveries. For a description of the options, please see section 4 in the Technical Specification, Appendix 1. Purchase or realization of the options are predominantly dependent on the actual findings.

  • The evaluation of the sub-criterion "Price" (Tender Conditions, section 9.1.1) will be based on a total of the following: 1. The total Basic Scope of Supply according to the Price List 2. The total of the Options according to the Price List. The total of the Options will be a Corrected sum calculated according to the weightings. 3. Mandatory spare parts 4. Rates for extra works/Variations
  • Description of technical solution is evaluated solely on the specific requirements and guidelines described in the procurement material (Tender Conditions, section 9.1.2).
  • "Time schedule" is evaluated solely on the specific requirements and guidelines described in the procurement material (Tender Conditions, section 9.1.3).
  • It is important for the Contracting Authority that the bidder, in their bid, presents an organization that ensures the project is delivered with high quality. Therefore, the Contracting Authority will place emphasis on the bid containing a robust organization and key personnel with the right professional competencies (Tender Conditions, section 9.1.4).

Beskrivelser af krav til deltagelse

  • The applicant must inform the following regarding economic and financial standing: Solvency ratio, which is defined as: Equity/Total Assets * 100, in the Last Fiscal Year (LFY). MEC has the following minimum requirements regarding the economic and financial standing of the applicant: A solvency ratio of a minimum of 20 % in the Last Fiscal Year (i.e 2025) (LFY). MEC requires that the tenderer provide documentation of its economic and financial standing.
  • Minimum three (3) and a maximum of five (5) references on major overhaul work for geared steam turbines of sizes >15 MW including the generator within the last 5 years. List of relevant references, describing the applicant's experience with major overhaul work of (preferably multi-cylinder) geared steam turbines including generators within the last 5 years. The references must include the project managing role (overall responsibility during planning and project execution), technical field advisory, site management and supply of all needed manpower and spare parts. The description of the references must include a short description of the works including: › Make, type and size of steam turbine › Make and type of gearbox › Make and type of generator › The applicant's roles and scope of work › Start and end date of the work › Name of the client/customer, incl. contact details Please use the form provided in Appendix A. The selection will be based on MEC's assessment of which of the applicants have: The most relevant, understood by MEC as references that have the better similarity to scope, turbine, gear and generator, and recent references.
  • Technical facilities and measures for ensuring quality Workshop Facilities: The applicant must as part of the application provide a statement as to the technical equipment directly available to the applicant (either own and/or equipment or sub-contractor’s facilities) with respect to workshop facilities with capacities for handling large components (e.g. rotors) such as lathes, milling machines/vertical lathes, crane capacities, balancing facilities etc. Please use the form provided in Appendix A. The selection will be based on MEC's assessment of which of the applicants have: Proximity and ease of access to workshop facilities and field service manpower (own or subcontractors), based on the applicants statement regarding the technical equipment directly available to the applicant (either own equipment or supporting entities’ equipment) with respect to workshop facilities, including equipment such as lathes and, milling/drilling machines for large workpieces, relevant test/measuring equipment, lifting equipment, access to facilities for high-speed balancing of rotors etc. Proximity and ease of access to workshop facilities and field service manpower (own or subcontractors).
  • Engineering competencies and capacities: The applicant must describe and whether field service manpower (TFA’s, mechanics, specialist services etc.) are own staff or subcontracted. The applicant must include a statement about the access to qualified engineering capabilities and capacities in case of fact findings, recommended modifications, repair works, or reverse engineering of spare parts needed during the major overhaul should require such services. Please use the form provided in Appendix A. The selection will be based on MEC's assessment of which of the applicants have: Provided a satisfactory specification of and access to the technical competences and capacities relevant for the scope, as regards technical bodies within field service manpower (e.g. site manager(s), turbine/generator/gear box supervisor(s), commissioning engineer(s), balancing specialist, mechanical fitters, NDT specialist(s), certified crane driver(s), assistance for cleaning, etc.), as well as technical bodies within qualified engineering (e.g. fact findings, recommended modifications and reverse engineering of spare parts).
