BACKGROUND: The Africa Partnership for Peace and Sustainability (APPS) 2024-2028 is the framework for Denmark’s partnership with the African Union (AU) and the Economic Community of West African States (ECOWAS), as well as a selection of think thanks and institutions, who play a key role in supporting the continental and regional institution building. The programme objective is to contribute to AU and ECOWAS’ institution building and their ability to deliver solutions to African and global challenges – within the three pillars of the programme; 1) peace and security and governance, 2) continental free trade and 3) climate change and energy efficiency. The budget is DKK 400 million. The Ministry of Foreign Affairs, will undertake a mid-term review of the APPS 2024-2028 in September -October 2026 in accordance with the Danish MFA Aid Management Guidelines. OBJECTIVE: The objective of the mid-term review is to assess progress and relevance of the ongoing engagements under the APPS 2024-2028 and provide recommendations for possible adjustments as relevant. The review will gather lessons learned, including factors that have enhanced or hindered the implementation of project activities, as well as gauge progress made towards the achievement of the outcomes. METHOD & OUTPUTS: The mid-term review will be conducted based on a desk review of documents and initial interviews, a mission to Addis Ababa in Ethiopia and Abuja in Nigeria, a debrief presenting initial findings, and the write-up of the draft and final report. The appraisal team is expected to provide the following outputs in English: 1) A Mission Preparation Note outlining the main issues of concern and methods within the framework of the mid-term review. 2) A de-briefing power-point highlighting key findings and recommendations. 3) A draft mid-term review report including annexes with key findings and recommendations. 4) A final mid-term review report. TIMEFRAME: The mid-term review will be conducted between mid-September and end of October 2026 and include a mission of 12 days starting early October 2026. The timing will be finally agreed with the implicated partners. The finance expert will not travel. CONSULTANTS: Three senior international consultants/experts are required for this assignment. 1. International Consultant with expertise in Peace and Security and Democratic Governance; 2. International Consultant with expertise in climate change and energy efficiency; 3. International Consultant with expertise in financial management and risk management. Experience with the AU and ECOWAS is important. All consultants should be fluent in English and it is an advantage if at least one of the consultants should have experience with Danish MFA Aid Management Guidelines including reviews. The review team is led by a chief technical advisor from the LEARNING department of the MFA. The review team may include resource persons from other departments of the MFA. BUDGET: The budget maximum is DKK 640.000 net of VAT. The number of days needed between the three consultants is estimated to at least 66 days. The finance expert is not expected to travel.
