Beskrivelse
The scope of work covers a comprehensive post‑construction monitoring of bats, seabirds, and migratory birds and collision‑risk assessment of bats and migratory birds for the Natura 2000 Slupsk Bank and the Offshore Windfarms Baltica 2 & 3 located approximately 30 km offshore Poland, including offshore surveys, data analysis, regulatory reporting, and authority liaison to ensure compliance with environmental permit requirements. The base scope of work is expected to be executed in year 2027-2032. For reference, some of the aforementioned scopes are options.

Beskrivelser af krav til deltagelse

  • This criterium weighs 80 % in the evaluation. The Applicant is encouraged to provide the following information about the Applicant’s completed experiences within birds & bats monitoring activities in Annex J (Response Form): For each reference, the following information is requested: • Project name • Project location and country • Description of the Scope of work covered by Applicant incl. used method to deliver on the scope; • Aim of the project (e.g. EIA); • Project period (commencement and completion date incl. indication of seasons) • Name of client (or if confidential, this should be stated) • Approval party (authority, client etc.); A maximum of two (2) references per for each of the following monitoring scopes (seabirds, migratory birds, bats, bird collision, bats collision) can be submitted under the selection criterion “Experience”: • Seabirds • Migratory birds • Bats • Bird collision • Bats collision If more references are submitted, only the most recent references up to the maximum number of references will be considered. The most recent references will be determined based on start date. No additional documentation for the selection criterion for experience will be required from the Applicant. However, the Contracting Entity reserves the right to contact the Applicant or relevant third parties for verification of the information stated in the description(s). Assessment of experience The Applicant’s experience will be based on the information submitted in accordance with Section 3.3.4.1 and will be an overall assessment of a) Similarity to the Contract, including the following elements: - applied method: seabirds (vessel-based monitoring, visual observation, etc.); - migratory birds (radar-based monitoring), band modelling, data processing etc; - bats activity (bats recording, data processing etc.), bats collision; - reporting and data interpretation, seasonal coverage, monitoring program de-scription preparation, work planning etc. - regional bird species detection and observation – present in the Baltic Sea region b) Project commencement time and confirmation of scope being delivered and approved;
  • This criterium weighs 20 % in the evaluation. The Applicant is encouraged to submit the latest two signed and approved annual reports. The Contracting Entity will assess the annual reports based on the below key financial figures. If the key financial figures are not stated as described below, the Applicant is encouraged to submit information about the key financial figures below for the latest two audited annual reports as well as submitting the latest two audited annual reports. - Turnover (revenue) - Earnings before tax (EBT) - Current assets - Total assets (sum of all assets) - Total shareholder’s equity (equity including minority shares) - Current liabilities - Intangible assets - Inventories - Trade receivables - Cash and cash equivalents - Trade payables - Total interest-bearing debt (bank loans, draw on revolving credit facilities and corporate bonds) The Applicant is encouraged to use the Annex J (Response Form) for submission of the above financial information. The evaluation of the Applicant’s economic and financial capacity will be based upon the information submitted and will be an assessment of the following three areas (in prioritized order), all for the latest audited annual report unless otherwise mentioned below: (a) Capital structure, in prioritized order (but where the two items marked with a * have equal priority) consisting of: Estimated contract value to equity, Solvency ratio, (equity / total assets), Change of Tangible Net Worth, (equity less intangible assets) (based on both audited annual reports) and Debt to equity* Debt to earnings* (b) Liquidity, in prioritized order (but where the two items marked with a * have equal priori-ty) consisting of: Current ratio (current assets / current liabilities) Average working capital turnover (Turnover (Revenue)/Average working capital) (working capital calculated as the sum of inventories, trade receivables and cash and cash equivalents, subtracting trade payables) (based on both audited annual reports)* Current ratio (the oldest of the two latest audited annual reports)* (c) Profitability. (The two criteria have equal priority) : Earnings before tax to total assets, Earnings before tax margin (Earnings before tax (EBT) / Turnover (revenue) (based on both audited annual reports).
