- In the evaluation of the sub-criterion "Price", Port of Hirtshals will emphasize the total evaluation technical tender price excluding VAT, which is stated in the Form of Bill of Quantities. The total evaluation technical tender price is calculated on the basis of the total tender price for the extension of the western breakwater as well as the sum of the option prices (Shortening of existing eastern breakwater), where the sum of the option prices is included in the total evaluation technical tender price with 10 % of the total value. For the purpose of the evaluation of the tender in relation to the sub-criterion "Price", the tenderer must complete and sign the "Bill of Quantities" included in the tender documents. All prices in the Form of Bill of Quantities must be stated in DKK excluding VAT. Note: An uncompleted record or a completed record with DKK 0 or with characters or letters means that the tenderer will be obliged to provide the services at DKK 0.
- The tenderer must submit along with the tender a presentation folder for the tender response for the sub-subcriterion "Process description. The presentation folder for the tender response for the sub-subcriterion "Process description", must contain: - Descriptions that cover WS1 (the description for WS1 should not exceed 3 A4 pages). - Descriptions that cover WS2 to WS4. In the tenderers description covering WS2 the tenderer must inform which amour units for armour layer the tenderer will construct the western breakwater with. (the description should not exceed 5 A4 pages). When evaluating the sub-subcriterion, "Process Description" Port of Hirtshals will emphasize that: - The tenderer’s presentation folder includes descriptions for WS1-WS4 presenting a clear and robust method description of the contractors’ work. - The tenderer’s description shows that the Tenderer has clearly understood the work process. - The tenderer offers to execute the works using good robust machinery that is well-suited for the job. - The tenderer offers to execute the works by applying environmentally friendly measures during the performance of the works, such as offering to carry out the works using low-emission machinery, reducing idling time, or heating the site facilities with heat pumps or using LED lighting, etc. - The tenderer’s description shows clear logistic of the execution of the main contract. - The tenderer’s description offers effective workflows to ensure the continuant operation of the commercial port with ferry services. - The tenderers description shows that the tenderer has a good understanding of the risk involved in the construction works and that the descriptions presents effective mitigating actions to such risks.
- The tender should contain the following: 1) CVs for the following key persons: - a Main project manager. - a Foreman for the breakwater. Also, the tenderers may (it is not mandatory) submit a CV for a Project manager for the breakwater. CVs for each of the key persons mentioned above shall include a description of the following information: - Key qualifications and competences in relation to the solution and realisation of the breakwater project. - Education and completed courses. - Past experience with a more detailed explanation of what the main project manager and the foreman for the breakwater and (if offered) the project manager for the breakwater has contributed with to previous projects. (Each CV should not exceed 3 A4 pages). It is a Minimum Requirement (MR) that the CV’s show that the main project manager or (if offered) the project manager for the breakwater have a minimum of 10 years of professional experience and have experience from at least two prior port projects involving the construction of breakwaters, in which they have acted as project manager or main project manager. It is not a Minimum Requirement (MR) that both the main project manager and (if offered) the project manager fulfill the said requirements. The Minimum Requirement (MR) is fulfilled as long as one of the two (the main project manager or (if offered) the project manager) fulfill the said requirements. 2) An overview of any other employees that the tenderer assigns as key persons, with a detailed description of the background for the composition of the key persons with an elaboration of their competences and experience. (The description should not exceed 2 A4 pages per key person) 3) A description of the tenderer's project organization, including workflows, working methods and knowledge sharing as well as number of employees and ownership. (The description should not exceed 3 A4 pages) When evaluating the sub-subcriterion, "Organization and key persons" Port of Hirtshals will emphasize that: - The offered key persons have relevant experience, including that the main project manager and the foreman for the breakwater and (if offered) the project manager for the breakwater have in-depth and solid experience from comparable breakwater projects. - The offered key persons' contribution to the project is relevant and that the composition of the key persons is optimal in relation to the project. - The project organization possesses sufficient competencies and resources to ensure that the project organization is robust, including that the project organization has experience in managing and coordinating similar projects. - The Tenderer offers a project organization with clear and logical authority and responsibility relations. - The project organization understands and can navigate a project that has political attention. - The tenderer's described approach to working with Port of Hirtshals and its advisors ensures that the cooperation will be effective and provide Port of Hirtshals with relevant and sufficient information about the progress and any challenges of the works.
- The tenderer must offer to perform the works comprised by the Main Contract either: - with completion and handover within 3 seasons (no later than 31 October 2029) or - with completion and handover within 4 seasons (no later than 31 October 2030) The tenderer must in the Form of Bill of Quantities cross out only one of the boxes indicating the offered performance period of the works. If the tenderer offers to perform the works comprised by the Main Contract with completion and handover within 3 seasons (no later than 31 October 2029), the tender will be awarded 100 points for the sub-criterion, “Time/Season”. If the tenderer offers to perform the works comprised by the Main Contract with completion and handover within 4 seasons (no later than 31 October 2030), the tender will be awarded 0 points for the sub-criterion, “Time/Season”.
Oplyste optioner
- The tender contains the following option concerning works, that Port of Hirtshals may call on the Contractor to perform: • Shortening of existing eastern breakwater. The option consists of two elements: 1) The services etc. to produce a condition assessment/suitability evaluation of the caissons. 2) Works for the removal of the outermost 60 metres of the East breakwater, and the construction of a new rubble-mound breakwater head. The Client must inform the contractor whether the Client wishes to activate the services etc. to produce a condition assessment/suitability evaluation of the caissons no later than 31 December 2026, as the contractor must, as the first step before any further work on the East breakwater Option, carry out such a condition assessment/suitability evaluation of the caissons to determine the feasibility of lifting and moving them. If the Client activates this first part of the East breakwater Option, this assessment must be conducted during the first season (2027) of the actual construction of the West breakwater to allow sufficient time for the Client to design an alternative solution for the relocation of the Eastern breakwater without using caissons, if necessary. Upon receiving the condition assessment/suitability evaluation of the caissons, the Client will assess whether the relocation of the caissons is realistic. No later than a year after receiving the condition assessment/suitability evaluation of the caissons, the Client must inform the Contractor, whether the actual works concerning the Eastern Breakwater shall continue/commence.
