Aerial Surveillance Services

Danish Defence Acquisition and Logistics Organization (DALO) is conducting a strategic sourcing initiative and is looking for market information regarding how to structure a possible future tender for Aerial Surveillance Services covering Danish Territorial Waters. The purpose of this RFI is to understand how the best possible tender can be arranged both for DALO and possible suppliers according to the EC regulations. The Danish Ministry of Defence is responsible for surveillance and responding to ship source pollutions by oil and Hazardous Noxious Substances (HNS) as well as monitoring the adherence to laws and regulations related to MARPOL Annex I, II and III at sea. Denmark is partner to a number of international conventions and agreements that in conjunction defines the required standards for aerial surveillance. Among the agreements, The Helsinki Commission’s (HELCOM) Recommendation 34/4 and the HELCOM response Manual volume 1 are the most vital. Although the latter, HELCOM is a cooperation which only covers the Baltic Sea area, The Danish Ministry of Defence has decided, that the aerial surveillance standards set by HELCOM are valid throughout the Danish Area of Responsibility. In addition, the trilateral agreements between Sweden, Denmark and Germany in the Baltic - Denmark, Germany and The Netherlands in the Wadden Sea and Tour d’Horizon cooperation around the North Sea affects the flight routes and frequency. The purpose of airborne aerial surveillance is threefold: • To document and gather evidence on pollutions. • To deter potential polluters from polluting. • To detect pollution. We kindly ask you to respond to DALO no later than February 9th 2024. Please note, that this RFI is not a formal tender procedure, and accordingly no formal evaluation or selection of potential bidders will take place at this stage. The aim of this RFI is for DALO to gather relevant information from the market, in order to enable DALO to prepare a future tender process for Aerial Surveillance Services over Danish Territorial Waters and Exclusive Economic Zone.
