Copenhagen Metro M1/M2 lines - Resignalling and Rolling stock Reinvestment - Early Market Engagement

The Copenhagen metro (Metroselskabet) has commenced its largest reinvestment project to date; to replace the signalling and rolling stock used on the M1 and M2 lines. After 20 years in operation, we are setting out to procure approximately 40 new trains as well as a state-of-the-art GoA4 CBTC signalling system, which needs to be achieved by 2035. Implementation of both signalling and rolling stock is notoriously complex, and there are no similar projects in a metro system with 24/7 operation. Therefore, the market engagement has been initiated to gain insights from potential suppliers into how the reinvestment should be delivered. Metroselskabet seeks to engage with suppliers of GoA4 Communication Based Train Control (CBTC) systems and/or metro Rolling Stock to capture insights about: • The solutions that are available or will become available over the coming years. • How implementation can be approached to minimise the impact on the existing service. • The key risks and challenges faced in such projects, and how to overcome these. • The interfaces and dependencies that exist with other parties, and how these can be effectively managed and inspire collaboration. Including with the Operator/Maintainer of the Metro lines. • Actions Metroselskabet can undertake to support suppliers in understanding the project context and requirements. • Experiences with different tender procedures for such needs, for example negotiated procedure or competitive dialogue. • Matter relating to Intellectual Property and interoperability of systems from different manufacturers. The process will be commenced with a webinar during May, where the need for the reinvestment in the M1/M2 incl. project objectives and potential challenges will be explained more in detail. After the webinar suppliers are invited to apply to engage in 1:1 sessions with Metroselskabet on these key matters. These sessions will be held in Copenhagen during June 12-14 and June 17-21.
