"The Bidding procedure will be conducted in single phase – the deadline for qualification documentation and offer submission is 7th August 2026 till 14.00 in the Secretariat of Centre, Ernestines street 34, Riga, LV-1083, Latvia. The bidder is responsible for the timely submission of the offer to ensure that the offer is received by the Center no later than the specified submission deadline. The bids received by post or submitted after the deadline shall not be opened and shall be returned unopened to the bidder. NCB+ procedure is carried out according to Law on Procurements in the Field of Defence and Security. The right to conclude the contract will be awarded to the bidder who has submitted an offer meeting the requirements of the call for the Bidding procedure with the lowest price. This procurement includes four interconnected construction projects in Seces parish, Aizkraukle municipality. It is planned to provide engineering systems in four facilities: 1. BP6 Construction of buildings and improvement of the territory No.6; 2. BP7 Construction of buildings and improvement of the territory No.7; 3. BP9 Construction of building TA-1; 4. BP11 Construction of building PM-PN. Bidders eligible to participate in the bidding process are firms from NATO member states that have been designated as eligible by their respective national authorities to participate in the subject bid in accordance with NATO PO(2025)0198 by submitting a "DECLARATION OF ELIGIBILITY", as referred in NATO AC/4-D(2025)0008, and who complies with all of the criteria listed below. The responsible specialists of the bidder have appropriate construction practice certificates or, if the person obtained the relevant education and professional qualification abroad, a certificate of recognition of professional qualifications or permission from a competent institution to provide temporary professional services in the Republic of Latvia, or a declaration has been submitted to the recognition institution. By the day of submission of the offer, the Bidder must be registered in the Register of Building Merchants of the Republic of Latvia in accordance with the procedures specified in the regulatory acts of the Republic of Latvia. The Bidder must submit a security certificate of the appropriate category issued by the competent security authority of the bidder's country of registration (equivalent to the Facility Security clearance (FSC) issued by the National Security Authority), special permission for employees to access an official secret, and the candidate must have a certificate (or other document) issued by security authority about the suitability of the information systems at the candidate’s disposal for work with official secret. The Bidder must submit a list of engineering workers involved in the construction: - the appointed construction manager certified in the management of construction works for electronic communication systems and networks with the special permit for access to an official secret with a classification level "CONFIDENTIAL" or higher, issued by the competent security authority of the candidate's country of registration; - the appointed employee who will conduct the construction work with special permit for access to an official secret with a classification level “CONFIDENTIAL" or higher, issued by the competent security authority of the candidate's country of registration. The bidder must have a security certificate of the appropriate category issued by the competent national security authority (equivalent to the FSC issued by the National Security Authority) with a classification of “CONFIDENTIAL” or higher, with the right to hold state secrets on their premises, and an accreditation certificate (or other document) issued by the National Security Authority confirming that the candidate’s information systems are compliant with the requirements for work with state secrets. The Bidder must submit a signed confirmation of compliance with international and national sanctions, as well as sanctions of a member state of the European Union or the North Atlantic Treaty Organization that significantly affect the interests of the financial and capital market. The subject of Project is “Construction of engineering communications at four objects on the land unit with cadastral number 3278 012 0021 in Sece parish, Aizkraukle district” (in security crisis)” according to scope of construction work (contains information according to the level of “LV RESTRICTED”) and project documentation (contains information according to security level “CONFIDENTIAL”). The bidder must protect the documentation specified in para 6.1. as well as any relevant and classified information according to NATO and national security regulations and agreement on the requirements specified in the international agreement on the protection of classified information. The fulfillment of the contract requires an Facility Security clearance (FSC) issued by the National Security Authority at the classification level "CONFIDENTIAL" or higher (or an equivalent special permit for access official secrets with a classification level "CONFIDENTIAL" or higher issued by the competent authority of the candidate's country of registration). The security certificate must be issued in a country with which the Republic of Latvia has concluded a bilateral agreement on the protection of classified information. To fulfill the contract, the bidder must submit a certificate of accreditation confirming that the bidder’s information system is compliant for work with state secrets at a classification level of at least “CONFIDENTIAL”. The bidder must also submit a statement on the compliance of the physical security measures and circulation procedures for classified information implemented at the institution, according Cabinet of Ministers Regulation No. 822.
